Third Edition of Dweep Diksha Dialogue Highlights Andaman & Nicobar Command as India’s Maritime Strategic Hub

The Andaman and Nicobar Command (ANC), India’s only operational Joint Services Command, once again took center stage in shaping India’s maritime and strategic discourse by successfully hosting the third edition of the Dweep Diksha Dialogue on September 19–20, 2025, at Sri Vijaya Puram, Andaman and Nicobar Islands. With the theme ‘Evolution of ANC as a Strategic Hub and Beyond’, the Dialogue brought together an unparalleled gathering of military leaders, diplomats, scholars, and strategic thinkers, underlining ANC’s increasingly critical role in India’s national security posture and its broader vision in the Indian Ocean Region (IOR).

The Dweep Diksha Dialogue, instituted in 2023, has quickly established itself as a premier platform for robust discussions on maritime strategy, operational concepts, and future-oriented defence paradigms. Over the past three editions, it has evolved from a forum for senior officers and planners to a multidisciplinary intellectual hub where actionable policy ideas, operational innovations, and strategic foresight converge. The 2025 edition was no exception, reflecting the growing relevance of ANC in both operational and strategic domains.

High-Level Engagements Signal Strategic Commitment

The Dialogue witnessed thought-provoking addresses and engagements from some of India’s most senior and experienced defence personalities. Chief of Defence Staff General Anil Chauhan delivered the keynote address, emphasizing the imperative of consolidating India’s maritime capabilities to secure national interests across the Indo-Pacific. Lt Gen Dinesh Singh Rana, Commander-in-Chief ANC (CINCAN), underscored the evolution of ANC from a geographically isolated outpost into a dynamic hub for operational innovation, joint-service experimentation, and professional military education. The Lieutenant Governor of the Andaman and Nicobar Islands, Admiral DK Joshi, provided a unique civil-military perspective, highlighting the critical role of local governance in ensuring the operational and strategic efficacy of ANC.

In addition to the serving leadership, the Dialogue benefited immensely from the insights of senior veterans. Admiral Arun Prakash (Retd), former Chief of Naval Staff and first CINCAN, shared his perspectives on long-term maritime strategy, drawing on decades of operational experience in the Indian Navy. Lt Gen Ajai Singh (Retd), former CINCAN, and Rear Admiral Monty Khanna (Retd) contributed their assessments on joint operational planning and maritime domain awareness, while Lt Gen Rajiv Ghai, Deputy Chief of the Army Staff (Strategic), highlighted the integration of land-based strategic assets in maritime security. Former Flag Officer Vice Admiral Anil Chawla (Retd) provided nuanced insights into India’s strategic signalling, cyber and grey-zone capabilities, and the importance of adaptive operational concepts in the IOR.

The 2025 edition of the Dialogue emphasized that the security environment in the Indo-Pacific is evolving rapidly, requiring India to adopt a forward-looking, multi-domain strategy. The sessions delved into emerging challenges including grey-zone operations, cognitive and cyber warfare, strategic deterrence, and regional power dynamics. Experts debated how India can consolidate its role as a preferred security partner for nations in the Indian Ocean Region while safeguarding its own maritime and economic interests.

Several sessions were dedicated to operational innovation and experimentation. Participants explored future-ready concepts for joint-service operations, the integration of AI-enabled surveillance and decision-support systems, and the role of multi-domain assets—including land, sea, air, space, and cyber capabilities—in projecting credible maritime power. The Dialogue also highlighted the importance of long-term strategic thinking, scenario-based planning, and the institutionalization of lessons learned from exercises and real-world operations.

अंडमान और निकोबार द्वीप समूह, 21 सितम्बर 2025:
भारत की एकमात्र संचालनात्मक संयुक्त सेवा कमांड, अंडमान और निकोबार कमांड (ANC), ने 19–20 सितम्बर 2025 को श्री विजयपुरम, अंडमान और निकोबार द्वीप समूह में द्वीप दीक्षा संवाद 2025 की तीसरी संस्करण सफलतापूर्वक आयोजित की। इस वर्ष के संवाद का विषय था ‘Evolution of ANC as a Strategic Hub and Beyond’, जिसने सैन्य नेतृत्व, कूटनीति, शैक्षणिक जगत, मीडिया और रणनीतिक विशेषज्ञों को एक मंच पर लाकर अंडमान और निकोबार कमांड की भारतीय समुद्री सुरक्षा और इंडियन ओशन क्षेत्र (IOR) में रणनीतिक भूमिका पर गहन विचार-विमर्श करने का अवसर प्रदान किया।

उच्च स्तरीय सहभागिता और संदेश

संवाद में मुख्य भाषण देने वाले प्रमुख हस्तियों में मुख्य रक्षा штаб के प्रमुख, जनरल अनिल चौहान, ANC के कमांडर-इन-चीफ लेफ्टिनेंट जनरल दिनेश सिंह राणा और अंडमान-निकोबार द्वीप समूह के लेफ्टिनेंट गवर्नर एडमिरल डीके जोशी शामिल थे। इनकी उपस्थिति ने केवल कार्यक्रम की औपचारिकता नहीं बढ़ाई, बल्कि भारतीय समुद्री और रणनीतिक दृष्टिकोण में ANC की बढ़ती भूमिका को रेखांकित किया।

सुरक्षा चुनौतियों और भविष्य के दृष्टिकोण पर विचार

इस वर्ष के संवाद में इंडो-पैसिफिक क्षेत्र में बदलते सुरक्षा माहौल पर विशेष ध्यान दिया गया। प्रतिभागियों ने ग्रे-ज़ोन ऑपरेशन, साइबर और संज्ञानात्मक युद्ध, रणनीतिक सिग्नलिंग और क्षेत्रीय शक्ति संतुलन पर चर्चा की। संवाद ने यह भी रेखांकित किया कि कैसे भारत अपनी समुद्री और आर्थिक हितों की रक्षा करते हुए क्षेत्र के देशों के लिए एक विश्वसनीय सुरक्षा साझेदार बन सकता है।

बहु-डोमेन संचालन और भविष्य की तकनीकी क्षमताओं पर चर्चा भी प्रमुख रही। प्रतिभागियों ने एआई-सक्षम निगरानी, साइबर सुरक्षा, और मल्टी-डोमेन प्लेटफॉर्म के उपयोग से समुद्री शक्ति प्रक्षेपण की संभावनाओं का विश्लेषण किया। संवाद ने यह स्पष्ट किया कि ANC केवल एक संचालनात्मक कमांड नहीं, बल्कि एक बौद्धिक केंद्र के रूप में भविष्य की रणनीति तैयार करने में अग्रणी भूमिका निभा रहा है।
