UGC Constitutes Fact-Finding Panel After Student’s Death at Dharamshala College, Allegations of Ragging and Sexual Harassment Rock Higher Education System

The University Grants Commission (UGC) has constituted a high-level fact-finding committee to investigate the tragic death of a 19-year-old student of Government Degree College, Dharamshala, an incident that has sent shockwaves through academic circles and reignited a national debate on campus safety, ragging, and institutional accountability. The student, a second-year undergraduate, passed away on December 26, 2025, while undergoing treatment at Dayanand Medical College (DMC), Ludhiana, after months of alleged mental trauma and deteriorating health.
Allegations of Ragging, Assault and Sexual Harassment
According to the victim’s parents, the young student was subjected to ragging, physical assault, intimidation, and sexual harassment within the college premises. They allege that these acts caused extreme mental distress, leading to a steady decline in her physical and psychological health. The family maintains that repeated harassment went unaddressed by the college authorities, forcing their daughter into prolonged suffering that ultimately proved fatal.
UGC’s Fact-Finding Committee: Scope and Mandate
In an official order, the UGC announced the formation of a fact-finding committee tasked with examining the circumstances that led to the student’s death. The panel will scrutinise the role of the college administration, assess compliance with UGC’s student welfare, anti-ragging, and safety regulations, and identify any institutional lapses. The commission stated that the committee will also recommend corrective and preventive measures to ensure such incidents are not repeated in higher education institutions across the country.
Composition of the Committee
The committee will be chaired by Professor Raj Kumar Mittal and includes senior academicians and administrators of national standing. Members include Prof. Sushma Yadav, former UGC member; Prof. Neerja Gupta, Vice-Chancellor of Gujarat University; and Prof. P. Prakash Babu, Vice-Chancellor of Pondicherry University. Dr. Sunita Siwach, Joint Secretary, UGC, has been appointed as the coordinating officer. The panel is expected to submit a detailed report after completing its inquiry.
Police Action and FIR Based on Father’s Complaint
Following a complaint lodged by the victim’s father, Himachal Pradesh Police registered an FIR against three fellow students and a college professor under relevant provisions of the Bharatiya Nyaya Sanhita and the Himachal Pradesh Educational Institution (Prohibition of) Ragging Act, 2009. The complaint alleges that on September 18, 2025, the student was assaulted and threatened by three female classmates, while a professor allegedly sexually harassed her. Police stated that these incidents pushed the student into severe stress, contributing to her deteriorating health.
Medical Struggle and Tragic End
Police officials said the student was treated at multiple hospitals over several weeks as her condition worsened. Despite medical intervention, she succumbed to her condition on December 26, 2025, at DMC Ludhiana. The family insists that her death was not merely medical but the result of sustained psychological trauma caused by harassment and institutional neglect.
Himachal Pradesh CM Orders Immediate Action
Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu has assured strict action in the case. Addressing reporters, the Chief Minister said he took immediate decisions based on the victim’s statement, including the suspension of the professor accused of sexual harassment. He also ordered a detailed inquiry into the matter, reiterating that the state government would not shield anyone found guilty. “Whoever is involved will face strict action,” Sukhu said.
A Larger Question on Campus Safety
The incident has once again raised serious concerns about the effectiveness of anti-ragging mechanisms, grievance redressal systems, and the culture of silence within educational institutions. As the UGC panel begins its probe, students’ groups, educators, and civil society organisations are demanding systemic reforms to ensure campuses remain safe spaces for learning, free from fear, abuse, and harassment.

सरकारी डिग्री कॉलेज, धर्मशाला की 19 वर्षीय छात्रा की मौत के मामले ने देशभर में उच्च शिक्षा संस्थानों की सुरक्षा व्यवस्था पर गंभीर सवाल खड़े कर दिए हैं। इस मामले की गंभीरता को देखते हुए विश्वविद्यालय अनुदान आयोग (UGC) ने एक उच्चस्तरीय फैक्ट-फाइंडिंग समिति का गठन किया है। दिसंबर 26, 2025 को लुधियाना के डीएमसी अस्पताल में इलाज के दौरान छात्रा की मौत हो गई थी। वह कॉलेज में द्वितीय वर्ष की छात्रा थी।
रैगिंग, मारपीट और यौन उत्पीड़न के गंभीर आरोप
छात्रा के माता-पिता का आरोप है कि उनकी बेटी को कॉलेज में रैगिंग, शारीरिक हमला, धमकी और यौन उत्पीड़न का सामना करना पड़ा। उनका कहना है कि इन घटनाओं के चलते वह गहरे मानसिक तनाव में चली गई, जिससे उसकी सेहत लगातार बिगड़ती चली गई। परिवार का दावा है कि कॉलेज प्रशासन ने समय रहते कोई ठोस कार्रवाई नहीं की, जिसके कारण स्थिति और गंभीर हो गई।
यूजीसी समिति की जांच और उद्देश्य
यूजीसी द्वारा गठित फैक्ट-फाइंडिंग समिति इस पूरे मामले की परिस्थितियों की जांच करेगी। समिति कॉलेज प्रशासन की भूमिका, छात्र सुरक्षा और कल्याण से जुड़े नियमों के अनुपालन, तथा संभावित प्रशासनिक लापरवाहियों की पड़ताल करेगी। यूजीसी ने स्पष्ट किया है कि समिति भविष्य में ऐसी घटनाओं को रोकने के लिए ठोस सुझाव भी देगी।
समिति की संरचना
इस समिति की अध्यक्षता प्रोफेसर राज कुमार मित्तल करेंगे। अन्य सदस्यों में यूजीसी की पूर्व सदस्य प्रो. सुषमा यादव, गुजरात विश्वविद्यालय की कुलपति प्रो. नीरजा गुप्ता और पांडिचेरी विश्वविद्यालय के कुलपति प्रो. पी. प्रकाश बाबू शामिल हैं। यूजीसी की संयुक्त सचिव डॉ. सुनीता सिवाच को समन्वय अधिकारी नियुक्त किया गया है। समिति जल्द ही अपनी रिपोर्ट सौंपेगी।
एफआईआर और पुलिस जांच
छात्रा के पिता की शिकायत के आधार पर पुलिस ने तीन छात्राओं और एक कॉलेज प्रोफेसर के खिलाफ भारतीय न्याय संहिता तथा हिमाचल प्रदेश शैक्षणिक संस्थान (रैगिंग निषेध) अधिनियम, 2009 के तहत मामला दर्ज किया है। आरोप है कि 18 सितंबर 2025 को तीन छात्राओं ने छात्रा के साथ मारपीट और धमकी दी, जबकि एक प्रोफेसर ने उसका यौन उत्पीड़न किया।
इलाज, मानसिक तनाव और मौत
पुलिस के अनुसार, लगातार मानसिक तनाव के कारण छात्रा की तबीयत बिगड़ती चली गई। उसका कई अस्पतालों में इलाज कराया गया, लेकिन अंततः 26 दिसंबर 2025 को लुधियाना के डीएमसी अस्पताल में उसकी मौत हो गई। परिवार का कहना है कि यह मौत केवल बीमारी नहीं, बल्कि लंबे समय तक चले मानसिक उत्पीड़न का परिणाम है।
मुख्यमंत्री की सख्त कार्रवाई का आश्वासन
हिमाचल प्रदेश के मुख्यमंत्री सुखविंदर सिंह सुक्खू ने मामले में सख्त कार्रवाई का भरोसा दिलाया है। उन्होंने बताया कि पीड़िता के बयान के आधार पर आरोपी प्रोफेसर को तत्काल निलंबित कर दिया गया है और विस्तृत जांच के आदेश दिए गए हैं। मुख्यमंत्री ने कहा कि दोषियों को किसी भी हाल में बख्शा नहीं जाएगा।
शिक्षा परिसरों की सुरक्षा पर बड़ा सवाल
यह मामला एक बार फिर यह सवाल खड़ा करता है कि क्या हमारे शैक्षणिक संस्थान छात्रों के लिए वास्तव में सुरक्षित हैं। यूजीसी की जांच के साथ ही अब पूरे देश की नजरें इस बात पर टिकी हैं कि क्या इस घटना से सबक लेकर उच्च शिक्षा प्रणाली में वास्तविक सुधार किए जाएंगे, ताकि भविष्य में किसी और छात्र को ऐसी पीड़ा न सहनी पड़े।
