WoNA in Action: Bikaner Military Station Hosts Major Joint Training Initiative to Strengthen National Security Preparedness
6th Edition of Sanyukt Prashikshan Brings Together Armed Forces, CAPFs, Ministries and Civil Administration to Enhance Jointness and National Resilience

In a significant demonstration of India’s evolving national security framework and its commitment towards fostering a Whole-of-Nation Approach (WoNA), the 6th edition of Sanyukt Prashikshan was successfully conducted at Bikaner Military Station from June 15 to June 24 under the aegis of Sapta Shakti Command. The ten-day joint training capsule brought together representatives from 29 stakeholders, including the Armed Forces, Central Armed Police Forces (CAPFs), various ministries, state government agencies, and civil administration authorities, making it one of the most comprehensive inter-agency training initiatives conducted in the region.
As modern security challenges continue to evolve beyond conventional warfare, nations across the world are increasingly recognizing the importance of integrated responses involving military, governmental, and civilian institutions. India has also been steadily strengthening this concept through a Whole-of-Nation Approach, where every stakeholder responsible for national security contributes towards a common objective. The latest edition of Sanyukt Prashikshan served as a practical platform to strengthen this vision by bringing diverse organizations together under a common training environment.
The primary objective of the training capsule was to enhance interoperability among participating agencies and create a better understanding of each organization’s operational roles, responsibilities, and capabilities. During emergencies, natural disasters, internal security situations, border crises, humanitarian assistance missions, and national contingencies, seamless coordination among multiple stakeholders becomes critical. Exercises such as Sanyukt Prashikshan help ensure that all participating agencies can work together effectively when faced with real-world challenges.
Throughout the ten-day programme, participants engaged in detailed discussions, professional exchanges, operational planning exercises, scenario-based simulations, and collaborative learning sessions. Experts from different sectors shared their experiences and insights, allowing participants to gain a broader understanding of contemporary security challenges and the mechanisms required to address them collectively.
One of the most important aspects of the exercise was its emphasis on military-civil synergy. In today’s complex security environment, civil administration often plays a crucial role alongside the military in disaster response, humanitarian operations, public safety management, infrastructure protection, and crisis mitigation. Strengthening communication channels and operational understanding between military and civilian institutions significantly enhances the nation’s ability to respond effectively during emergencies.
Officials associated with the programme highlighted that national security is no longer confined to traditional defence domains alone. Cyber threats, information warfare, critical infrastructure vulnerabilities, cross-border challenges, environmental disasters, and emerging technological disruptions require coordinated responses involving multiple agencies. Such realities have made joint training programmes increasingly important for building institutional resilience and preparedness.
The participation of 29 stakeholders from different sectors also provided an opportunity for cross-functional learning and relationship-building. By interacting in a professional training environment, participants were able to identify best practices, understand operational limitations, and explore ways to improve inter-agency cooperation. Such interactions contribute towards building trust, reducing bureaucratic barriers, and enhancing decision-making efficiency during crisis situations.
The exercise also reflected the Indian Armed Forces’ broader commitment to promoting jointness and integration across all national security institutions. In recent years, India has accelerated efforts to create a more synchronized security architecture capable of responding swiftly to both conventional and non-conventional threats. Initiatives such as Sanyukt Prashikshan serve as important building blocks in this transformation process.
Defence analysts believe that the Whole-of-Nation Approach will play an increasingly critical role in future security planning. Modern conflicts are often characterized by hybrid threats where military operations may intersect with cyber attacks, information campaigns, economic pressures, and humanitarian concerns. Addressing such multifaceted challenges requires not only military readiness but also strong cooperation among government departments, law enforcement agencies, emergency services, and civil authorities.
The successful completion of the 6th edition of Sanyukt Prashikshan at Bikaner Military Station stands as a testament to India’s commitment towards strengthening national resilience, enhancing institutional coordination, and preparing for future challenges through collective action. The exercise reaffirmed the importance of integrated planning, shared responsibility, and collaborative execution in safeguarding national interests.

राष्ट्रीय सुरक्षा को केवल सैन्य दृष्टिकोण तक सीमित न रखकर उसे एक समग्र राष्ट्रीय दायित्व के रूप में देखने की सोच को और अधिक मजबूती देते हुए बीकानेर मिलिट्री स्टेशन में 15 जून से 24 जून तक “संयुक्त प्रशिक्षण” (Sanyukt Prashikshan) के छठे संस्करण का सफल आयोजन किया गया। सप्त शक्ति कमान के तत्वावधान में आयोजित इस दस दिवसीय प्रशिक्षण कार्यक्रम में भारतीय सशस्त्र बलों, केंद्रीय सशस्त्र पुलिस बलों (CAPFs), विभिन्न मंत्रालयों, सरकारी विभागों तथा नागरिक प्रशासन सहित कुल 29 हितधारकों ने भाग लिया। यह आयोजन भारत की उभरती हुई “Whole-of-Nation Approach” (WoNA) की अवधारणा को जमीनी स्तर पर सशक्त बनाने की दिशा में एक महत्वपूर्ण पहल माना जा रहा है।
वर्तमान वैश्विक परिदृश्य में सुरक्षा चुनौतियों का स्वरूप तेजी से बदल रहा है। आज युद्ध केवल सीमाओं पर लड़ी जाने वाली पारंपरिक लड़ाई तक सीमित नहीं है। साइबर हमले, सूचना युद्ध, आतंकवाद, महत्वपूर्ण अवसंरचनाओं पर खतरे, प्राकृतिक आपदाएं, मानवीय संकट और हाइब्रिड युद्ध जैसी चुनौतियां राष्ट्रीय सुरक्षा की परिभाषा को कहीं अधिक व्यापक बना चुकी हैं। ऐसे वातावरण में किसी एक एजेंसी के लिए अकेले प्रभावी प्रतिक्रिया देना संभव नहीं होता। इसी आवश्यकता को ध्यान में रखते हुए संयुक्त प्रशिक्षण कार्यक्रम का आयोजन किया गया, ताकि विभिन्न संस्थाओं के बीच बेहतर समन्वय और सहयोग स्थापित किया जा सके।
प्रशिक्षण कार्यक्रम का मुख्य उद्देश्य विभिन्न एजेंसियों के बीच इंटरऑपरेबिलिटी बढ़ाना था, जिससे आवश्यकता पड़ने पर सभी संस्थाएं एक साझा रणनीति और समन्वित कार्यप्रणाली के साथ काम कर सकें। कार्यक्रम के दौरान प्रतिभागियों ने परिचालन अनुभव साझा किए, विभिन्न सुरक्षा परिदृश्यों पर आधारित अभ्यासों में भाग लिया, संयुक्त योजना निर्माण की प्रक्रियाओं को समझा तथा संकट की परिस्थितियों में बेहतर समन्वय के उपायों पर विचार-विमर्श किया।
दस दिनों तक चले इस प्रशिक्षण में सैन्य और नागरिक संस्थाओं के बीच सहयोग को विशेष महत्व दिया गया। आपदा प्रबंधन, राहत एवं बचाव अभियान, आंतरिक सुरक्षा, सीमावर्ती क्षेत्रों में प्रशासनिक सहायता तथा राष्ट्रीय आपातकालीन परिस्थितियों में नागरिक प्रशासन और सैन्य बलों के बीच तालमेल अत्यंत महत्वपूर्ण होता है। ऐसे में दोनों पक्षों को एक साथ प्रशिक्षण देकर उनके बीच समझ और विश्वास को मजबूत करने का प्रयास किया गया।
प्रशिक्षण कार्यक्रम के दौरान विभिन्न क्षेत्रों के विशेषज्ञों ने अपने अनुभव साझा किए और प्रतिभागियों को बदलती सुरक्षा चुनौतियों के बारे में जानकारी दी। इससे विभिन्न एजेंसियों के अधिकारियों को यह समझने में मदद मिली कि संकट की परिस्थितियों में एक-दूसरे की क्षमताओं का उपयोग किस प्रकार अधिक प्रभावी ढंग से किया जा सकता है। यह प्रक्रिया न केवल व्यावसायिक दक्षता को बढ़ाती है बल्कि संस्थागत स्तर पर सहयोग की संस्कृति को भी मजबूत बनाती है।
विशेषज्ञों का मानना है कि भविष्य की सुरक्षा चुनौतियां बहुआयामी होंगी, जहां सैन्य कार्रवाई के साथ-साथ सूचना, तकनीक, प्रशासन, कानून-व्यवस्था और नागरिक संसाधनों का भी महत्वपूर्ण योगदान होगा। ऐसे में Whole-of-Nation Approach भारत की सुरक्षा रणनीति का एक अहम स्तंभ बनता जा रहा है। इस अवधारणा का मूल उद्देश्य यह सुनिश्चित करना है कि राष्ट्रीय सुरक्षा केवल सेना या सुरक्षा एजेंसियों की जिम्मेदारी न रहकर पूरे राष्ट्र की सामूहिक जिम्मेदारी बने।
बीकानेर मिलिट्री स्टेशन में आयोजित संयुक्त प्रशिक्षण का छठा संस्करण इसी सोच का सशक्त उदाहरण बनकर सामने आया। इसमें भाग लेने वाले 29 हितधारकों ने साझा रूप से यह प्रदर्शित किया कि राष्ट्रीय सुरक्षा और राष्ट्रीय क्षमता निर्माण के लिए सहयोग, समन्वय और साझा जिम्मेदारी कितनी महत्वपूर्ण है।
सप्त शक्ति कमान द्वारा आयोजित यह कार्यक्रम भारत की सुरक्षा संरचना को और अधिक मजबूत, लचीला तथा भविष्य की चुनौतियों के लिए तैयार बनाने की दिशा में एक महत्वपूर्ण कदम माना जा रहा है। इस पहल ने न केवल विभिन्न संस्थाओं के बीच परिचालन समन्वय को बढ़ाया बल्कि राष्ट्रीय स्तर पर एक ऐसी सोच को भी मजबूत किया जिसमें सुरक्षा, विकास और आपदा प्रबंधन जैसे विषयों को एकीकृत दृष्टिकोण से देखा जाता है।
संयुक्त प्रशिक्षण का सफल आयोजन यह संदेश देता है कि बदलती वैश्विक चुनौतियों के दौर में भारत केवल सैन्य शक्ति ही नहीं बल्कि संस्थागत सहयोग, नागरिक-सैन्य साझेदारी और राष्ट्रीय एकजुटता को भी अपनी सुरक्षा रणनीति का अभिन्न हिस्सा बना रहा है। यही दृष्टिकोण आने वाले समय में भारत की राष्ट्रीय सुरक्षा और राष्ट्रीय लचीलेपन को नई ऊंचाइयों तक ले जाने में महत्वपूर्ण भूमिका निभाएगा।
