बीकानेर में बड़ा खुलासा: सादे वर्दी में सफर कर रहे आईपीएस अफसर से रिश्वत मांग बैठे ट्रैफिक पुलिसकर्मी, चार लाइन हाजिर

राजस्थान पुलिस के लिए शर्मिंदगी का सबब बना एक चौंकाने वाला मामला शुक्रवार को सामने आया, जब बीकानेर ट्रैफिक पुलिस के चार जवानों ने हाईवे पर एक आईपीएस अधिकारी से ही रिश्वत मांग डाली। अफसर उस समय सादा वर्दी में थे और जयपुर रोड पर निजी वाहन में सफर कर रहे थे।
यह घटना 14 जून की बताई जा रही है, लेकिन जब मामला उजागर हुआ तो पूरे पुलिस महकमे में हड़कंप मच गया। बीकानेर के पुलिस अधीक्षक कावेन्द्र सिंह सागर ने तत्परता दिखाते हुए एक हवलदार और तीन सिपाहियों को लाइन हाजिर कर दिया है।

हाईवे पर रोकी गई गाड़ी, चालान के नाम पर मांगी घूस

सूत्रों के अनुसार, आईपीएस अधिकारी जयपुर के लिए रवाना हो रहे थे। जब उनकी गाड़ी बीकानेर-जयपुर नेशनल हाईवे पर पहुंची, तो ट्रैफिक पुलिस ने उसे नियम उल्लंघन का हवाला देते हुए रोक लिया। चूंकि अधिकारी सिविल ड्रेस में थे, पुलिसकर्मी उन्हें पहचान नहीं सके।
इसके बाद, पुलिसकर्मियों ने न केवल चालान की धमकी दी, बल्कि कथित रूप से गाड़ी छोड़ने के बदले पैसे की मांग भी की।
इस पर अधिकारी ने अपना परिचय पत्र दिखाया और जैसे ही उन्हें पता चला कि सामने बैठा व्यक्ति एक वरिष्ठ आईपीएस अधिकारी है, तो पुलिसकर्मियों के होश उड़ गए। उन्होंने तुरंत माफ़ी मांगने और सफाई देने की कोशिश की, लेकिन तब तक देर हो चुकी थी।

घटनाक्रम पहुंचा उच्चाधिकारियों तक, कार्रवाई में नहीं लगी देरी

इस पूरी घटना की जानकारी बाद में स्थानीय पुलिस अधिकारियों को हुई, जिसके बाद मामला सीधे एसपी कावेन्द्र सिंह सागर तक पहुंचा। उन्होंने बिना देर किए जिम्मेदार पुलिसकर्मियों को लाइन हाजिर कर दिया और पूरे मामले की जांच के आदेश भी दिए।
पुलिस सूत्रों का मानना है कि यह केवल अनुशासन का मामला नहीं, बल्कि पुलिस की छवि और विश्वसनीयता पर भी गंभीर आघात है। जब सड़क पर ड्यूटी कर रहे जवान ही नियमों का गलत इस्तेमाल कर आमजन से वसूली करें, और यहां तक कि आईपीएस अफसर से भी रिश्वत मांगे, तो सवाल लाजिमी हैं।

बीकानेर में पहले भी लगते रहे हैं ट्रैफिक पुलिस पर वसूली के आरोप

यह पहली बार नहीं है जब बीकानेर ट्रैफिक पुलिस पर वसूली या अभद्रता के आरोप लगे हों। समय-समय पर स्थानीय नागरिकों द्वारा ऐसे मामलों की शिकायतें मिलती रही हैं। परंतु इस बार मामला इसलिए गंभीर हो गया क्योंकि ट्रैफिक पुलिस की इस करतूत का शिकार एक आईएएस रैंक के अफसर बने, जिन्होंने अपने स्तर पर मामले को गंभीरता से लिया और इसकी सूचना उच्चाधिकारियों को दी।

क्या कहती है ये घटना?

इस घटना ने एक बार फिर यह सोचने पर मजबूर कर दिया है कि क्या वर्दी का भय खत्म हो गया है या जिम्मेदारी का बोध कम हो गया है?
कानून व्यवस्था लागू करने वाले कर्मियों द्वारा ही कानून की अवहेलना और भ्रष्टाचार करना केवल वर्दी को बदनाम नहीं करता, बल्कि जनता के विश्वास को भी तोड़ता है।

एसपी का स्पष्ट संदेश: अनुशासनहीनता बर्दाश्त नहीं

बीकानेर एसपी कावेन्द्र सिंह सागर ने इस पूरे प्रकरण पर सख्त रुख अपनाते हुए कहा है कि पुलिस बल में अनुशासन सर्वोच्च है। कोई भी कर्मचारी अगर लोकसेवक के रूप में अपने दायित्व से हटकर आचरण करता है, तो उसके खिलाफ कड़ी कार्रवाई की जाएगी।
“हमारे लिए कानून से बड़ा कुछ नहीं है – चाहे वो आम नागरिक हो या खुद वर्दीधारी,” उन्होंने दो टूक कहा।

The shocking episode took place on June 14 but came to light on Friday, creating a stir in the police department.
Taking swift action, Superintendent of Police Kavendra Singh Sagar has transferred four traffic police personnel to Police Lines, including one head constable and three constables.

Vehicle Stopped on Highway, Bribe Demanded Instead of Fine

According to sources, the IPS officer was en route to Jaipur when his vehicle was stopped by traffic police on the Bikaner-Jaipur National Highway, allegedly for violating traffic rules. As the officer was not in uniform, the traffic policemen failed to recognize him.
They reportedly tried to intimidate the officer with threats of a challan (fine) and went on to demand a bribe in exchange for letting the vehicle go.
However, once the officer revealed his identity and credentials, the traffic cops were left stunned. Realizing their mistake, they apologized profusely and attempted to convince the officer not to take the matter forward — but it was too late.

Incident Reported to Higher Officials, Prompt Action Taken

The matter soon reached a senior local police officer, who escalated it to SP Kavendra Singh Sagar. Without delay, he ordered all four personnel involved to be immediately relieved of their field duties and posted to Police Lines.
A formal inquiry has also been launched, and the SP emphasized that such behavior is a serious breach of discipline and tarnishes the image of the police force.

Allegations of Bribery Not New for Bikaner Traffic Police

This isn’t the first time the Bikaner traffic police have been accused of misconduct or extorting money from commuters. Locals have raised complaints in the past as well, but this case gained special attention since it involved a senior IPS officer, who acted promptly and officially reported the incident.

SP Kavendra Singh Sagar has taken a strong stance on the matter, stating clearly that discipline within the force is non-negotiable. “Anyone found misusing their power, whether dealing with civilians or fellow officers, will face strict action,” he said.
“The law is above all – whether you’re a citizen or in uniform,” he added.
