Biggest Crackdown on Cigarette Smuggling in Chennai: DRI Seizes Over 92 Lakh Foreign-Origin Cigarettes Worth ₹18.2 Crore, Smuggled Under Guise of Sanitary Fittings
Chennai, June 25, 2025: In one of the biggest operations this year, the Directorate of Revenue Intelligence (DRI) has busted an international smuggling racket attempting to flood the Indian market with illegal foreign-origin cigarettes. The DRI officials from Chennai Zonal Unit seized a massive consignment of 92.1 lakh sticks of foreign-origin cigarettes, valued at approximately ₹18.2 crore, exposing a meticulously planned smuggling operation linked to international syndicates.
Smugglers Used ‘Bathroom and Sanitary Fittings’ as Cover for Illegal Trade
The seizure took place on June 23, 2025, when DRI officials intercepted a suspicious container at the J-Matadee Free Trade Warehousing Zone (FTWZ) in Chennai. Acting on precise intelligence inputs, the officials discovered that the goods, declared as “Bathroom and Sanitary Fittings”, were in fact foreign-brand cigarettes, smuggled in a bid to evade Indian laws and customs duty.
Upon examination, the container was found packed with huge quantities of cigarettes of popular foreign brands such as ‘Manchester United Kingdom’, ‘Manchester United Kingdom Special Edition’, and ‘Mac Ice Superslims Cool Blast’.
Notably, the seized cigarettes lacked mandatory statutory health warnings, in clear violation of the Cigarettes and Other Tobacco Products Act (COTPA), 2003, raising serious public health concerns.
Customs Act Violated, Further Probe Underway
The contraband has been seized under the Customs Act, 1962, and further investigation is in progress to identify the masterminds and networks involved in this sophisticated operation. Sources suggest that this smuggling route, originating from Dubai, has been actively exploited by international syndicates to push illegal tobacco products into India.
The DRI officials are also tracking the financial trail to ascertain if proceeds from this illegal trade are being routed to fund other unlawful activities, including organised crime or even terror financing.
Chennai: Emerging as a Smuggling Hotspot
This is not an isolated incident. Over the past year, Chennai has become a key node in the smuggling of cigarettes and other contraband. As per official DRI data:
- In the last one year, the DRI has seized 4.4 crore sticks of smuggled and counterfeit cigarettes through Chennai ports.
- The total estimated value of these seizures exceeds ₹79.67 crore, reflecting the scale of the illegal trade.
The cigarettes are often routed through Free Trade Warehousing Zones and misdeclared as legal items like sanitary fittings, electronics, and furniture to avoid detection.
Public Health, Economy and National Security at Risk
The illegal cigarette trade has far-reaching consequences beyond revenue loss. The absence of health warnings on these products directly undermines public health initiatives and regulations.
These smuggled cigarettes are typically sold at cheaper rates, making them attractive to youth and economically weaker sections, thereby increasing health risks. Additionally, tax evasion due to smuggling severely dents government revenue, and the profits from such illegal trade often fuel criminal networks.
DRI’s Stern Warning to Smugglers
The DRI, India’s premier anti-smuggling agency, has issued a stern warning to those involved in the smuggling business. Officials emphasised that such rackets not only harm the economy but also pose a serious threat to public health and national security.
The agency has vowed to intensify surveillance at all major ports, free trade zones, and other vulnerable points to curb such illegal activities.
This latest seizure is a testament to the DRI’s proactive intelligence and operational capabilities, ensuring that those violating Indian laws are brought to justice.
चेन्नई में विदेशी सिगरेट तस्करी का सबसे बड़ा खुलासा, डीआरआई ने सैनिटरी फिटिंग्स के नाम पर मंगवाई गई ₹18.2 करोड़ की अवैध सिगरेट जब्त की
चेन्नई, 25 जून 2025: देश में तंबाकू उत्पादों की तस्करी पर शिकंजा कसते हुए राजस्व खुफिया निदेशालय (डीआरआई) ने चेन्नई में एक बड़ी कार्रवाई को अंजाम दिया है। डीआरआई की चेन्नई जोनल यूनिट ने एक कंटेनर से 92.1 लाख विदेशी सिगरेट की खेप जब्त की, जिसकी बाजार में अनुमानित कीमत ₹18.2 करोड़ से अधिक है।
यह तस्करी दुबई से की जा रही थी और सिगरेट को “बाथरूम और सैनिटरी फिटिंग्स” के रूप में घोषित किया गया था ताकि कस्टम्स जांच से बचा जा सके।
कंटेनर खोलते ही निकली विदेशी सिगरेट की खेप
डीआरआई को मिली खुफिया जानकारी के आधार पर 23 जून 2025 को जे-मताडी फ्री ट्रेड वेयरहाउसिंग जोन (FTWZ) में संदिग्ध कंटेनर की जांच की गई। कंटेनर में सैनिटरी फिटिंग्स के बजाय भारी मात्रा में विदेशी ब्रांड की सिगरेट पाई गई, जिनमें शामिल हैं:

मैक आइस सुपरस्लिम्स कूल ब्लास्ट
इन सिगरेट पैकेट्स पर भारतीय कानून सिगरेट एवं अन्य तंबाकू उत्पाद अधिनियम (COTPA), 2003 के तहत जरूरी स्वास्थ्य चेतावनी नहीं थी, जिससे यह साफ होता है कि यह पूरी खेप अवैध थी।
कस्टम्स एक्ट का उल्लंघन, मामले की गहराई से जांच जारी
पूरी अवैध खेप को कस्टम्स एक्ट, 1962 के तहत जब्त कर लिया गया है। डीआरआई अब इस पूरे तस्करी नेटवर्क के सूत्रधारों और अंतरराष्ट्रीय गिरोहों का पता लगाने में जुटी है।
सूत्रों के अनुसार दुबई से आने वाले कंटेनरों के माध्यम से यह रैकेट लंबे समय से भारत में अवैध सिगरेट की सप्लाई कर रहा था। यह भी आशंका जताई जा रही है कि इस तस्करी से होने वाली कमाई का इस्तेमाल अन्य गैरकानूनी गतिविधियों या संगठित अपराध में हो सकता है।
चेन्नई बनता जा रहा है तस्करी का गढ़
यह कोई पहला मामला नहीं है। पिछले एक साल में चेन्नई में तस्करी के कई बड़े मामले सामने आए हैं। डीआरआई के आंकड़ों के अनुसार:
- बीते वर्ष में चेन्नई बंदरगाह से 4.4 करोड़ विदेशी एवं नकली सिगरेट जब्त की जा चुकी हैं।
- इनकी कुल अनुमानित कीमत ₹79.67 करोड़ से अधिक है।
तस्करों द्वारा अक्सर फर्नीचर, इलेक्ट्रॉनिक्स और सैनिटरी फिटिंग्स जैसे वैध सामान के नाम पर इन सिगरेटों को भेजा जाता है ताकि वे कस्टम्स जांच से बच सकें।
स्वास्थ्य, अर्थव्यवस्था और सुरक्षा पर बड़ा खतरा
तस्करी से न केवल सरकार को करोड़ों के राजस्व का नुकसान होता है, बल्कि इससे जन स्वास्थ्य पर भी गंभीर असर पड़ता है। बिना वैध लेबलिंग और स्वास्थ्य चेतावनियों वाली सिगरेट कम कीमत पर बाजार में आसानी से उपलब्ध होती हैं, जिससे युवा वर्ग विशेष रूप से प्रभावित होता है।
इसके अलावा, तस्करी से होने वाली आय अक्सर अपराध जगत को मजबूत करती है और राष्ट्रीय सुरक्षा के लिए भी चुनौती बन सकती है।
डीआरआई की दो टूक: तस्करी करने वालों को नहीं छोड़ा जाएगा
डीआरआई ने स्पष्ट किया है कि सिगरेट तस्करी करने वालों के खिलाफ सख्त कार्रवाई जारी रहेगी। एजेंसी ने कहा कि ऐसे अपराध न केवल अर्थव्यवस्था को नुकसान पहुंचाते हैं बल्कि देश की सुरक्षा और जनता के स्वास्थ्य के लिए भी खतरा हैं।
बड़ी खेप जब्त कर डीआरआई ने यह साबित कर दिया है कि भारत में अवैध व्यापार को रोकने के लिए सुरक्षा एजेंसियां हर स्तर पर सतर्क हैं।
