Exercise Cyber Suraksha 2025 Concludes: India Takes Decisive Leap Towards Strengthening National Cyber Defence Architecture
12-Day Mega Joint Cyber Defence Exercise Showcases Integration of Military, Government, Industry & Academia to Safeguard India’s Digital Frontier

In a significant stride towards enhancing India’s cyber security preparedness, Exercise Cyber Suraksha 2025, a large-scale and meticulously planned joint cyber defence exercise, concluded on June 27, 2025, with a grand closing ceremony graced by General Anil Chauhan, Chief of Defence Staff (CDS), and Air Marshal Ashutosh Dixit, Chief of Integrated Defence Staff to Chairman, Chiefs of Staff Committee (CISC).
The 12-day exercise, conducted by the Defence Cyber Agency (DCyA) under the aegis of Headquarters Integrated Defence Staff (HQ IDS), marks a decisive step towards building a resilient and robust digital defence ecosystem for the nation.
Forging True Jointness in Cyber Defence Operations
Exercise Cyber Suraksha 2025 brought together over 100 participants from diverse defence and national security establishments, ensuring seamless collaboration and integration across various stakeholders.
The participating entities included:
- Headquarters Integrated Defence Staff (HQ IDS)
- Strategic Command Groups (SCGs)
- Strategic Forces Command (SFC)
- National Cyber Security Agencies such as CERT-In, NCIIPC, NTRO, DRDO, Intelligence Bureau (IB), Centre for Development of Advanced Computing (CDAC), and the Department of Telecommunications (DoT).
This unparalleled platform enabled military and civilian cyber experts to collaborate, consult, and synergize efforts to effectively counter the dynamic and evolving cyber threat landscape.
Sharpening Cyber Warriors, Refining Doctrine and Enhancing Preparedness
The exercise simulated real-world cyber threat scenarios to test and enhance the capabilities of India’s cyber warriors. Participants engaged in complex red-teaming and blue-teaming operations, focusing on detecting, responding to, and neutralizing cyber intrusions, malware attacks, phishing operations, and advanced persistent threats (APTs).
General Anil Chauhan, in his address, emphasized the critical need for seamless, scalable, and adaptive integration of defensive cyber operations with conventional warfare and information warfare (IW) capabilities.
The CDS underlined that Exercise Cyber Suraksha 2025 serves as a launchpad for:
- Refining military cyber doctrines
- Improvising Tactics, Techniques, and Procedures (TTPs)
- Infusing cutting-edge technology into cyber defence
- Enhancing inter-service coordination
- Strengthening Military-Civil collaboration in the cyber domain
Honouring Cyber Excellence and Teamwork
The closing ceremony also witnessed the felicitation of top-performing teams by the CDS and CISC. The awarded teams were applauded for their cyber acumen, teamwork, and innovative approach in tackling complex cyber scenarios during the exercise.
Both senior leaders commended the Defence Cyber Agency for meticulously planning and executing the exercise, which has significantly contributed to building cyber resilience at both strategic and operational levels.

देश की साइबर सुरक्षा क्षमताओं को नई ऊंचाइयों पर ले जाने के उद्देश्य से आयोजित एक्सरसाइज साइबर सुरक्षा 2025 का समापन आज भव्य समारोह के साथ हुआ। इस अवसर पर चीफ ऑफ डिफेंस स्टाफ (सीडीएस) जनरल अनिल चौहान और चीफ ऑफ इंटीग्रेटेड डिफेंस स्टाफ टू चेयरमैन, चीफ्स ऑफ स्टाफ कमेटी (CISC) एयर मार्शल अशुतोष दीक्षित मुख्य अतिथि के रूप में उपस्थित रहे।
डीसाइए (Defence Cyber Agency) द्वारा मुख्यालय एकीकृत रक्षा स्टाफ (HQ IDS) के तत्वावधान में आयोजित इस 12 दिवसीय अभ्यास ने भारत की साइबर सुरक्षा व्यवस्था को और अधिक मजबूत एवं संगठित बनाने की दिशा में एक निर्णायक कदम साबित किया है।
सैन्य और नागरिक संस्थाओं के बीच असली एकजुटता का प्रदर्शन
इस अभ्यास में देश की रक्षा और राष्ट्रीय सुरक्षा से जुड़ी शीर्ष संस्थाओं के 100 से अधिक प्रतिभागियों ने भाग लिया। मुख्य प्रतिभागियों में शामिल रहे:
- मुख्यालय एकीकृत रक्षा स्टाफ (HQ IDS)
- स्ट्रैटेजिक कमांड ग्रुप्स (SCGs)
- स्ट्रैटेजिक फोर्सेज कमांड (SFC)
- राष्ट्रीय साइबर सुरक्षा एजेंसियां, जिनमें CERT-In, NCIIPC, NTRO, DRDO, IB, CDAC, और दूरसंचार विभाग (DoT) शामिल हैं।
इस व्यापक मंच ने सैन्य और नागरिक साइबर विशेषज्ञों को वास्तविक समय के खतरों पर चर्चा करने, सहयोग बढ़ाने और संयुक्त प्रतिक्रिया प्रणाली को सशक्त करने का अवसर प्रदान किया।
साइबर योद्धाओं की दक्षता बढ़ाना, सिद्धांतों को परिष्कृत करना
अभ्यास के दौरान प्रतिभागियों ने अत्याधुनिक साइबर खतरों पर आधारित परिदृश्यों में हिस्सा लिया। इसमें रेड टीमिंग, ब्लू टीमिंग, साइबर हमलों की पहचान, प्रतिक्रिया और उन्नत खतरों को निष्क्रिय करने की प्रक्रियाएं शामिल रहीं।
जनरल अनिल चौहान ने अपने संबोधन में कहा कि अब समय आ गया है कि रक्षात्मक साइबर अभियानों को पारंपरिक सैन्य अभियानों और सूचना युद्ध क्षमताओं के साथ पूर्ण रूप से, स्केलेबल और अनुकूलनीय तरीके से जोड़ा जाए।
उन्होंने इस अभ्यास को:
- सैन्य साइबर सिद्धांतों के परिष्कार का अवसर
- रणनीति, तकनीक और प्रक्रियाओं (TTPs) में सुधार
- साइबर रक्षा में नवीनतम तकनीक के समावेश
- अंतर-सेवा समन्वय को बढ़ावा
- सैन्य और नागरिक साइबर समन्वय को मजबूत करने वाला मंच बताया।
सर्वश्रेष्ठ टीमों का सम्मान, नवाचार और टीम भावना की सराहना
समापन समारोह में सीडीएस और CISC द्वारा सर्वश्रेष्ठ प्रदर्शन करने वाली टीमों को पुरस्कृत किया गया। प्रतिभागियों की साइबर विशेषज्ञता, टीम भावना और नवाचार के लिए भूरी-भूरी प्रशंसा की गई।
डिफेंस साइबर एजेंसी द्वारा इस पूरे अभ्यास को कुशलतापूर्वक योजना बनाकर क्रियान्वित करने के लिए भी सराहना की गई, जिसने राष्ट्रीय सुरक्षा ढांचे में साइबर रक्षा को और अधिक मजबूत करने में महत्वपूर्ण योगदान दिया।
डिजिटल सीमाओं की सुरक्षा: भारत की प्राथमिकता
आज के समय में जब साइबर युद्ध वास्तविक और गंभीर खतरा बन चुका है, एक्सरसाइज साइबर सुरक्षा 2025 ने यह संदेश स्पष्ट कर दिया कि भारत अपनी डिजिटल सीमाओं की रक्षा उसी संकल्प और दृढ़ता से करेगा, जिस प्रकार वह अपनी भौगोलिक सीमाओं की रक्षा करता है।
