Fake IPS Officer Busted in Bikaner, Woman Detained; Questions Raised on Private Anti-Corruption & Human Rights Organisation
Bikaner, June 24 — In a major crackdown, Kotgate police in Bikaner have arrested a man posing as an IPS officer, exposing yet another case of fraud exploiting the names of government agencies and NGOs. The accused has been identified as 32-year-old Pawan Kumar Prajapat, a resident of Chak 14 BPM, Rawatsar in Hanumangarh district. Along with him, a divorced woman has also been detained.
The Modus Operandi
The accused, Pawan Prajapat, was reportedly using the name of a private organisation — All India Anti-Corruption and Human Rights Organisation — to project himself as a national-level youth secretary. Under this guise, Pawan introduced himself as an IPS officer from the Crime Branch and had been residing at Moti Bhavan in Bikaner since June 11.
According to Gaurav Kumar, Acting Station House Officer (SHO) of Kotgate police station, Pawan had also hired a car from a local resident, Islamuddin of Bangla Nagar, on rent. Islamuddin, who worked as the driver, grew suspicious of Pawan’s identity and subsequently approached the police.
Arrest and Interrogation
Based on Islamuddin’s complaint, the police detained Pawan Prajapat and confirmed that he had been impersonating a high-ranking police officer. Along with him, a woman who had accompanied him to Bikaner was sent to the Sakhi Centre for further support and counselling.
During interrogation, it was revealed that the woman hails from Mohali, Punjab. She stated that she is divorced and befriended Pawan on Facebook. Unaware of his fraudulent identity, she travelled to Bikaner to meet him. Pawan reportedly took her to Deshnok Karni Mata temple and a few other places.
However, police have not ruled out her involvement entirely and continue to investigate her role in the case.
Cheating Local Businesses
The accused took his impersonation beyond personal relations — he also duped several local businesses. According to the police, Pawan posed as a Crime Branch IPS officer and managed to get free sweets from Lalji Hotel. At Captain Bar, he regularly consumed liquor without paying the bills. Additionally, he threatened street food vendors on Rajiv Gandhi Marg’s Chaupati area, forcing them to provide free pizza and burgers.
Pawan even instructed Islamuddin to replace the car seats and place an “On Duty, Government of India” token on the vehicle. Plans to install a siren were also underway, and he had reportedly submitted an application to the District Collector.
Employment Scam Angle Suspected
The police suspect that Pawan was involved in a larger racket of cheating people by promising government jobs. His background and other possible scams are under investigation.
Questions Over NGO Legitimacy
A startling aspect of this case is Pawan’s association with the All India Anti-Corruption and Human Rights Organisation. Police recovered an ID card from him, listing him as the “National Youth Secretary.” Shockingly, the card also claims the organisation is a “Registered Organisation of Indian Government and State Governments”, a statement that raises serious questions.
How was such an organisation allowed to register using names like “Anti-Corruption” and “Human Rights,” terms usually associated with official or international bodies? Sources reveal that this NGO has been functioning unchecked, appointing district and state-level office bearers across the country, including Bikaner.
Case Registered, Bigger Revelations Expected
The Kotgate police have registered a case under sections related to impersonation and misuse of public servant insignia. Investigators believe more shocking revelations may surface as the inquiry progresses. The possibility of Pawan duping the woman accompanying him is also being examined.
Authorities are now tightening the noose on such fraudulent organisations operating under the garb of patriotism and public welfare, which exploit people’s trust and misuse government-associated terms for personal gain.
बीकानेर में फर्जी आईपीएस अफसर पकड़ा, महिला भी मिली; एंटी करप्शन और ह्यूमन राइट्स संगठन की साख पर सवाल
बीकानेर, 24 जून। कोटगेट पुलिस ने बीकानेर में फर्जी आईपीएस अफसर बनने वाले एक युवक को गिरफ्तार किया है। इस पूरे मामले ने न सिर्फ शहर में हड़कंप मचा दिया है, बल्कि उन निजी संगठनों की विश्वसनीयता पर भी सवाल खड़े कर दिए हैं जो खुद को एंटी करप्शन या ह्यूमन राइट्स के नाम पर स्थापित करते हैं।
आरोपी की पहचान चक 14 बीपीएम, रावतसर (हनुमानगढ़) निवासी 32 वर्षीय पवन कुमार पुत्र रामकुमार प्रजापत के रूप में हुई है। उसके साथ एक तलाकशुदा महिला भी पकड़ी गई है।
ऐसे चला ठगी का खेल
आरोपी पवन कुमार खुद को ऑल इंडिया एंटी करप्शन एंड ह्यूमन राइट्स ऑर्गनाइजेशन का राष्ट्रीय युवा सचिव बताता था। इसी संगठन की आड़ में उसने खुद को क्राइम ब्रांच का आईपीएस अधिकारी घोषित कर रखा था। वह 11 जून से बीकानेर के मोती भवन में ठहरा हुआ था।
कोटगेट पुलिस के कार्यवाहक थानाधिकारी गौरव कुमार के मुताबिक, पवन ने बंगला नगर निवासी इस्लामुद्दीन से कार किराए पर ली थी। इस्लामुद्दीन इस कार का ड्राइवर था, जिसने धीरे-धीरे पवन की गतिविधियों पर शक किया और पुलिस को सूचना दी।
गिरफ्तारी और पूछताछ
शिकायत मिलने के बाद पुलिस ने पवन को गिरफ्तार कर लिया। उसके साथ मौजूद महिला को सखी सेंटर भिजवाया गया है। महिला ने पूछताछ में बताया कि वह पंजाब के मोहाली की रहने वाली है और तलाकशुदा है। फेसबुक पर उसकी दोस्ती पवन से हुई थी। वह उसे असली अधिकारी समझ बैठी और मिलने के लिए बीकानेर आ गई। पवन उसे देशनोक करणी माता मंदिर समेत अन्य जगह घुमाने ले गया।
फिलहाल पुलिस महिला की भूमिका की भी जांच कर रही है कि वह ठगी में शामिल थी या खुद भी इसका शिकार हुई।
लालजी, कैप्टन बार, चौपाटी पर ठगी
आरोपी ने फर्जी आईपीएस बनकर बीकानेर के प्रतिष्ठानों को भी निशाना बनाया। पुलिस के अनुसार, पवन ने लालजी होटल से मुफ्त में मिठाईयां लीं। कैप्टन बार में रोजाना शराब पी, लेकिन कभी बिल नहीं दिया। इतना ही नहीं, राजीव गांधी मार्ग स्थित चौपाटी पर पिज्जा-बर्गर वालों को धमकाकर मुफ्त में खाने-पीने का सामान लिया।
पवन ने ड्राइवर इस्लामुद्दीन से कार की सीटें बदलवाईं और गाड़ी पर ‘भारत सरकार ऑन ड्यूटी’ का टोकन लगवाया। उसने सायरन लगवाने की भी योजना बनाई थी, जिसके लिए कलेक्टर को आवेदन भी दे दिया था।
सरकारी नौकरी लगाने का लालच
पुलिस को आशंका है कि पवन सरकारी नौकरी लगवाने का झांसा देकर भी लोगों से ठगी करता था। अभी इस दिशा में गहन जांच की जा रही है।
एंटी करप्शन व ह्यूमन राइट्स संगठन पर उठे सवाल
मामले में सबसे गंभीर पहलू पवन की उस संस्था से जुड़ी भूमिका है, जो खुद को ऑल इंडिया एंटी करप्शन एंड ह्यूमन राइट्स ऑर्गनाइजेशन बताती है। आरोपी के पास इस संस्था का कार्ड मिला है, जिस पर साफ लिखा है कि यह ‘भारतीय सरकार एवं राज्य सरकारों द्वारा पंजीकृत संगठन’ है। इससे बड़ा सवाल यह खड़ा होता है कि आखिर ऐसे संवेदनशील नामों पर आधारित किसी निजी संस्था को रजिस्ट्रेशन कैसे मिल जाता है?
सूत्रों के मुताबिक, यह एनजीओ पिछले कई सालों से देशभर में खुलेआम जिला और प्रदेश स्तर पर पदाधिकारी बनाकर सक्रिय है और सरकारी साख का गलत इस्तेमाल कर रहा है।
पुलिस ने दर्ज किया केस, बड़े खुलासों की उम्मीद
कोटगेट पुलिस ने पवन के खिलाफ प्रतिरूपण और लोक सेवक का टोकन धारण करने जैसी धाराओं में मुकदमा दर्ज कर लिया है। महिला की भूमिका की भी जांच की जा रही है। पुलिस का मानना है कि पूछताछ में अन्य बड़े खुलासे हो सकते हैं।
अब प्रशासन ऐसे फर्जी संगठनों और व्यक्तियों पर सख्ती करने की तैयारी में है, जो देशभक्ति और जनसेवा के नाम पर आम लोगों को गुमराह कर ठगी कर रहे हैं।
