Health Department Busts International Racket of Illegal Portable Chinese Sonography Machines for the First Time
Major Operation by State PCPNDT Team Based on Tip-Off from Bikaner’s Joint Director Dr. Devendra Chaudhary and PCPNDT Coordinator Mahendra Singh Charan
Operation, Directed by NHM Mission Director Dr. Amit Yadav, Reveals Network Extending to West Bengal; Illegal Trade of Chinese Portable Sonography Machines Across Multiple States
Jaipur/Bikaner: In a major crackdown, Rajasthan’s PCPNDT (Pre-Conception and Pre-Natal Diagnostic Techniques) team has exposed a nationwide racket involved in the illegal sale of portable sonography machines. The machines, manufactured in China, were being sold across India in violation of the law. Acting under the guidance of National Health Mission (NHM) Mission Director Dr. Amit Yadav, the team arrested a key gang member who had come from West Bengal to Jaipur to sell such a machine. Information has also been shared with the police and administrative authorities in Kolkata to initiate action against the kingpin and the company behind this racket.
Bikaner Zone Joint Director Dr. Devendra Chaudhary and PCPNDT Coordinator Mahendra Singh Charan strategically reached out to online sellers of sonography machines, gathering vital information by tracing link after link in this illegal network. Once Dr. Yadav gave the green light, they established direct contact with the gang and placed an order for the machine. When the company’s agent arrived in Jaipur with the machine, the Bikaner team played a key role in ensuring his arrest along with the equipment.
It has been revealed that this illegal trade of Chinese portable sonography machines has been operating for a long time, and several other individuals are suspected to be involved. The team is now working seriously to identify and apprehend all those connected to this racket. Bikaner’s Chief Medical and Health Officer Dr. Pukhraj Saad congratulated the Bikaner team for this major achievement.
Tip-Off and Two-Month Long Surveillance Lead to Success
ASP Dr. Hemant Jakhar of the PBI Police Station stated that based on intelligence from the Bikaner team, they received information about a gang operating in the illegal sale of portable sonography machines in Rajasthan. After verifying the information, a special team was formed, and nearly two months of intensive surveillance and investigation followed.
The team made contact with 45-year-old Amitabh Bhadhuri, son of Ashok Kumar Brahman, a resident of Hooghly district in West Bengal. The deal for the portable sonography machine was finalized at ₹6.25 lakh. The agent demanded a partial advance payment online, with the remaining amount to be paid at the time of delivery.
Amitabh Bhadhuri arrived at Jaipur Railway Station with the machine and waited at the station’s waiting room. During this time, he sent a voice message to his boss, Kolkata-based Dr. Aditya Murarka of Life Plus Healthcare Pvt. Ltd., saying:
“I’m staying here at the station for security reasons and saving the company’s money. I’ll spend the leftover amount on some good food for myself. I’m staying alert. Anyway, catching the Don is not just tough, it’s impossible. And you’re the Don, Dr. Murarka.”
After lingering at the station, the agent toured some key locations in Jaipur and finally reached Central Park, where the PCPNDT team, which had been trailing him, caught him along with the illegal machine.
Racket’s Network Spreads Across India, International Links Emerge
During interrogation, Bhadhuri confessed that he had brought the machine from Dr. Aditya Murarka’s company in Kolkata to sell it in Rajasthan. The team immediately informed local police and administrative authorities in Kolkata to initiate action against the company and other members of the racket.
ASP Dr. Hemant Jakhar revealed that the Bikaner team had been tracking this racket for nearly two months, meticulously piecing together information and contacts. The investigation revealed that the portable sonography machines, priced between ₹7 to 10 lakh, were being illegally sold across various states in India, fueling gender selection practices.
Bikaner Team’s Crucial Role in Major National Operation
ASP Dr. Jakhar praised the Bikaner team for their pivotal role in this successful operation in Jaipur. Joint Director Dr. Devendra Chaudhary and PCPNDT Coordinator Mahendra Singh Charan initiated contact with online sellers, traced the network step by step, and executed India’s first such sting operation.
The PBI police station’s CI Santosh Kumar Sharma and police personnel Narendra Kumar, Kailash, Shanu Chaudhary, and Rajanti were part of the team that busted the racket.
Curbing Female Foeticide Remains Top Priority: NHM MD Dr. Yadav
Senior IAS officer and NHM Mission Director Dr. Amit Yadav has reiterated that eradicating gender selection is a top priority, and such operations will continue. He stressed that those involved in this heinous crime of female foeticide will be brought to justice. This successful action is seen as a milestone in the effective implementation of the PCPNDT Act and the fight against gender selection in India.
The Rajasthan government has been taking strict measures for a long time to improve the gender ratio, and this operation is considered a significant step in that direction.
Rajasthan PCPNDT Team Recognized as Strongest in the Country
It is noteworthy that in May this year, Rajasthan’s PCPNDT team conducted highly effective decoy operations across Gujarat, Punjab, and Rajasthan, leading to the arrest of many individuals involved in illegal fetal sex determination. The current operation is considered even bigger, as those involved in the illegal trade of portable sonography machines were also contributing to the grave crime of female foeticide.
This action is expected to send a strong message and halt such illegal practices. Rajasthan’s PCPNDT team has now emerged as the strongest enforcement team in the country, setting an example for other states to follow.
Chinese-Made Machines Smuggled into India
It is important to note that unregistered portable sonography machines are banned in India. However, this gang was procuring such machines from China and smuggling them into India through international transport networks. These machines, compact enough to fit into a small suitcase, were sold along with other necessary accessories.
Medical Expertise Helped Ensure Effective Action
NHM Mission Director Dr. Amit Yadav, a surgeon himself, and Additional Mission Director Dr. T. Shubhmangala, a gynaecologist, took the matter seriously from the outset due to their medical backgrounds. Both maintained continuous coordination and closely monitored every step of the operation.
After the arrest of the accused, both officials personally inspected the seized portable machine. They issued strict instructions to thoroughly investigate where else such machines have been sold in Rajasthan and to identify all individuals involved.
This operation is considered a landmark in India’s efforts to eliminate illegal medical practices that threaten gender equality.

राजस्थान की धरती एक बार फिर साबित कर रही है कि वह न केवल वीरों की भूमि है, बल्कि सामाजिक कुरीतियों के खिलाफ निर्णायक जंग लड़ने में भी सबसे आगे है। प्रदेश में स्वास्थ्य विभाग और पीसीपीएनडीटी टीम ने मिलकर एक ऐसी अंतरराष्ट्रीय साजिश का भंडाफोड़ किया है, जो बेटियों के अस्तित्व पर सीधा हमला करने की तैयारी कर रही थी।
यह मामला सिर्फ मशीनें बेचने का नहीं है, यह मामला उन नन्हीं जिंदगियों की सुरक्षा का है, जिन्हें दुनिया देखने का अधिकार मिलने से पहले ही मिटा देने की साजिश रची जा रही थी। चीन निर्मित पोर्टेबल सोनोग्राफी मशीनों के जरिए भारत में अवैध भ्रूण लिंग परीक्षण का बड़ा बाजार तैयार किया जा रहा था। राजस्थान की टीम ने समय रहते इस साजिश की नब्ज पकड़ ली और पूरे देश के लिए एक उदाहरण पेश किया।
ऑनलाइन शिकंजा कसते-कसते गिरोह तक पहुंची बीकानेर की टीम
इस कार्रवाई की पटकथा बड़ी ही योजनाबद्ध तरीके से लिखी गई। बीकानेर के संयुक्त निदेशक डॉ. देवेंद्र चौधरी और जिला पीसीपीएनडीटी समन्वयक महेंद्र सिंह चारण ने सबसे पहले उन ऑनलाइन प्लेटफॉर्म्स पर नजर गड़ाई, जहां से ये मशीनें अवैध रूप से बेची जा रही थीं। टीम ने खरीदार बनकर गिरोह से संपर्क साधा और धीरे-धीरे पूरे नेटवर्क की परतें खोलनी शुरू कर दीं।
राष्ट्रीय स्वास्थ्य मिशन के मिशन निदेशक डॉ. अमित यादव, जो खुद सर्जन हैं, ने इस पूरे अभियान को व्यक्तिगत तौर पर मॉनिटर किया। उन्होंने जैसे ही हरी झंडी दी, बीकानेर टीम ने गिरोह के एक अहम सदस्य से मशीन खरीदने का सौदा तय कर लिया। 45 वर्षीय अमिताभ भादुरी, जो पश्चिम बंगाल के हुगली जिले का निवासी है, से सवा छह लाख रुपए में सौदा हुआ। कुछ राशि ऑनलाइन ट्रांसफर की गई, बाकी मशीन मिलने पर देने की बात तय हुई।
जयपुर में रची गई साजिश का पर्दाफाश, पकड़ में आया गिरोह का मोहरा
अमिताभ भादुरी चीन निर्मित पोर्टेबल सोनोग्राफी मशीन लेकर जयपुर रेलवे स्टेशन पर पहुंचा। यहां वह खुद को सुरक्षित समझते हुए प्रतीक्षालय में ठहरा। लेकिन उसे क्या पता था कि राजस्थान की सतर्क टीम की नजरें हर पल उस पर टिकी हुई हैं।
प्रतीक्षालय में बैठकर उसने अपने आका, कोलकाता स्थित डॉ. आदित्य मुरारका को संदेश भेजा, जिसमें उसने कहा –
“मैं यहां सुरक्षा कारणों से रुका हूं। कंपनी का पैसा बचा लिया है। अब बचे हुए पैसों से अच्छा खाना खाऊंगा। मैं पूरी सतर्कता बरत रहा हूं। वैसे भी डॉन को पकड़ना मुश्किल ही नहीं, नामुमकिन है… और आप ही वो डॉन हैं, डॉ. मुरारका।”
इसके बाद वह मशीन लेकर शहर के अलग-अलग स्थानों पर घूमता रहा। जैसे ही वह सेंट्रल पार्क पहुंचा, राजस्थान की पीसीपीएनडीटी टीम ने घेराबंदी कर उसे मशीन सहित धर दबोचा। पूछताछ में खुलासा हुआ कि वह यह मशीन कोलकाता की लाइफ प्लस हेल्थकेयर प्राइवेट लिमिटेड से लेकर राजस्थान में बेचने आया था।
साजिश के पीछे विदेशी रास्ते, चीन से आ रहीं थीं मशीनें
जांच में सामने आया कि यह नेटवर्क चीन से पोर्टेबल सोनोग्राफी मशीनें मंगवाकर भारत में अवैध रूप से बेच रहा था। ये मशीनें इतनी छोटी हैं कि सूटकेस में आसानी से छिपाई जा सकती हैं। इनमें कलर डॉपलर सहित उन्नत तकनीक मौजूद है, जिससे भ्रूण का लिंग आसानी से जांचा जा सकता है। यही कारण है कि देश में बिना रजिस्ट्रेशन के इन मशीनों की बिक्री पूरी तरह प्रतिबंधित है।
गिरोह इन मशीनों को विभिन्न देशों के परिवहन माध्यमों से भारत लाता था और फिर राजस्थान, पंजाब, गुजरात सहित कई राज्यों में बेच रहा था। यह व्यापार न केवल कानून के खिलाफ था, बल्कि बेटियों के खिलाफ एक सुनियोजित साजिश भी थी।
बीकानेर की टीम ने दिखाई साहसिकता, पूरे देश के लिए बनी मिसाल
इस पूरे ऑपरेशन में बीकानेर टीम की भूमिका सबसे अहम रही। एएसपी डॉ. हेमंत जाखड़, पीबीआई थाना प्रभारी संतोष कुमार शर्मा, पुलिसकर्मी नरेंद्र कुमार, कैलाश, शानू चौधरी, राजंति सहित पूरी टीम ने महीनों तक लगातार निगरानी की। कड़ी से कड़ी जोड़कर पूरे गिरोह तक पहुंच बनाई और आखिरकार उसे बेनकाब कर दिया।
बीकानेर के मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी डॉ. पुखराज साध ने इस उपलब्धि पर पूरी टीम को बधाई दी और कहा कि यह कार्रवाई आने वाले समय में कन्या भ्रूण हत्या के खिलाफ एक बड़ा संदेश देगी।
कन्या भ्रूण हत्या के खिलाफ निर्णायक जंग – डॉ. अमित यादव
राष्ट्रीय स्वास्थ्य मिशन के मिशन निदेशक और वरिष्ठ आईएएस अधिकारी डॉ. अमित यादव ने स्पष्ट कहा कि
“कन्या भ्रूण हत्या एक सामाजिक कलंक है। हम इसे जड़ से खत्म करने के लिए हरसंभव प्रयास करते रहेंगे। कोई भी व्यक्ति या संगठन जो इस जघन्य अपराध में शामिल होगा, उसे बख्शा नहीं जाएगा। यह हमारी सर्वोच्च प्राथमिकता है।”
डॉ. यादव और एएमडी डॉ. टी. शुभमंगला ने स्वयं इस पूरे ऑपरेशन की निगरानी की। आरोपी के पकड़े जाने के बाद दोनों अधिकारियों ने मशीन की तकनीकी जांच भी की और संबंधित टीमों को निर्देश दिए कि पूरे राजस्थान में यह पता लगाया जाए कि अब तक कितनी ऐसी मशीनें बेची गईं और कौन-कौन लोग इसमें शामिल हैं।
राजस्थान बना देश का सबसे सशक्त राज्य, अन्य राज्यों के लिए सबक
राजस्थान की पीसीपीएनडीटी टीम पहले भी देशभर में अपनी सख्ती और साहसिक कार्रवाई के लिए जानी जाती रही है। हाल ही में गुजरात, पंजाब और राजस्थान में डिकॉय ऑपरेशन कर कई अवैध भ्रूण लिंग जांच करने वालों को जेल भिजवाया गया। अब अंतरराष्ट्रीय गिरोह का पर्दाफाश कर राजस्थान ने साबित कर दिया है कि जब बात बेटियों के अस्तित्व की हो, तो प्रदेश किसी भी हद तक जाकर सख्ती दिखा सकता है।
यह कार्रवाई न केवल अवैध कारोबार पर रोक लगाएगी, बल्कि समाज में यह संदेश भी देगी कि बेटियों को जन्म से पहले मिटा देने की मानसिकता अब नहीं चलेगी। बेटियों को सुरक्षा देने की लड़ाई में राजस्थान सबसे आगे है।
सख्त चेतावनी और आने वाले समय में और बड़ी कार्रवाई
जांच एजेंसियों ने स्पष्ट कर दिया है कि यह मामला केवल शुरुआत है। चीन से आने वाली मशीनों की हर खेप पर अब नजर रहेगी। पूरे देश में नेटवर्क की तलाश जारी है। सरकार की ओर से सभी राज्यों को सतर्क कर दिया गया है।
डॉ. अमित यादव ने कहा, “यह लड़ाई लंबी है, लेकिन हम हर कदम पर सतर्क हैं। आने वाले समय में और भी सख्त कार्रवाई देखने को मिलेगी।”
