हरियाणा के पलवल–नूंह में पाकिस्तानी जासूसी नेटवर्क का बड़ा खुलासा: NIA का बड़ा एक्शन, 8 संदिग्धों से गहन पूछताछ
देश के अंदरूनी हिस्सों तक फैला जासूसी नेटवर्क, सुरक्षा एजेंसियों के लिए गंभीर चुनौती
हरियाणा के मेवात क्षेत्र से सामने आया यह मामला देश की आंतरिक सुरक्षा के लिए एक गंभीर चेतावनी के रूप में देखा जा रहा है। पलवल और नूंह जिलों में सक्रिय एक कथित पाकिस्तानी जासूसी नेटवर्क का खुलासा होने के बाद राष्ट्रीय जांच एजेंसी (NIA) सहित कई केंद्रीय एजेंसियों ने व्यापक स्तर पर कार्रवाई शुरू कर दी है। यह मामला इसलिए भी बेहद संवेदनशील है क्योंकि यह नेटवर्क किसी सीमावर्ती क्षेत्र तक सीमित नहीं रहा, बल्कि देश के भीतर गहराई तक अपनी जड़ें जमा चुका था। गुरुवार को NIA की टीम ने पलवल के बहीन थाना क्षेत्र और नूंह के पुन्हाना इलाके सहित कई गांवों में सघन तलाशी अभियान चलाया, जिससे पूरे क्षेत्र में हड़कंप मच गया।
जम्मू-कश्मीर से मिले इनपुट के बाद शुरू हुई बड़ी कार्रवाई
इस पूरे ऑपरेशन की शुरुआत जम्मू-कश्मीर में हुई एक गिरफ्तारी से मिली अहम जानकारी के आधार पर हुई। वहां पकड़े गए एक संदिग्ध से पूछताछ के दौरान सुरक्षा एजेंसियों को हरियाणा के पलवल और नूंह क्षेत्र में फैले एक बड़े नेटवर्क के बारे में सुराग मिले। इसके बाद NIA, जम्मू-कश्मीर पुलिस, केंद्रीय खुफिया एजेंसियों और विशेष टास्क फोर्स ने संयुक्त रूप से कार्रवाई शुरू की। पिछले तीन दिनों से इन एजेंसियों की टीमें लगातार संदिग्धों से पूछताछ कर रही हैं। अब तक करीब आठ युवकों को चिन्हित कर उनसे गहन पूछताछ की जा रही है, जिन पर पाकिस्तान से जुड़े जासूसी नेटवर्क से संपर्क रखने या सहयोग देने का शक है।
स्थानीय युवाओं की भर्ती ने बढ़ाई चिंता, नेटवर्क का लोकल आधार मजबूत
जांच में सामने आया सबसे चिंताजनक पहलू यह है कि इस नेटवर्क ने स्थानीय युवाओं को अपने जाल में फंसाकर एक मजबूत स्थानीय आधार तैयार कर लिया था। जानकारी के अनुसार, तीन संदिग्ध पलवल क्षेत्र से हैं जबकि पांच युवक नूंह के तावड़ू इलाके से जुड़े हुए बताए जा रहे हैं। एजेंसियों को शक है कि इन युवकों को धीरे-धीरे इस नेटवर्क में शामिल किया गया और उनसे संवेदनशील जानकारी जुटाने, संपर्क बनाए रखने और अन्य गतिविधियों में सहयोग लिया गया। यह संकेत भी मिल रहे हैं कि आर्थिक या सामाजिक रूप से कमजोर युवाओं को टारगेट कर उन्हें इस नेटवर्क का हिस्सा बनाया गया, जिससे यह जाल और भी मजबूत होता चला गया।
मुख्य हैंडलर के पाकिस्तान लौटने के बाद भी सक्रिय रहा नेटवर्क
प्रारंभिक जांच में यह भी सामने आया है कि इस नेटवर्क का मुख्य संचालक, जो कथित तौर पर पाकिस्तानी एजेंट था, कुछ समय तक भारत में सक्रिय रहने के बाद वापस पाकिस्तान चला गया था। लेकिन हैरानी की बात यह है कि उसके जाने के बाद भी यह नेटवर्क पूरी तरह से सक्रिय बना रहा। इसका मतलब है कि यहां एक ऐसा ढांचा तैयार कर लिया गया था जो बिना सीधे निर्देश के भी काम करता रहा। यह एक तरह का “स्लीपर नेटवर्क” या “डिसेंट्रलाइज्ड मॉड्यूल” हो सकता है, जो समय-समय पर सक्रिय होकर सूचनाएं साझा करता रहा। सुरक्षा एजेंसियों के लिए इस तरह के नेटवर्क को पकड़ना और खत्म करना कहीं ज्यादा चुनौतीपूर्ण होता है।
2017 से जुड़ते तार, कई सालों से पनप रहा था जासूसी नेटवर्क
जांच में इस नेटवर्क की जड़ें साल 2017 तक जाती हुई दिखाई दे रही हैं। सूत्रों के मुताबिक, कुछ संदिग्ध युवक उसी समय जम्मू-कश्मीर के दौरान संदिग्ध व्यक्तियों के संपर्क में आए थे, जिनके पाकिस्तान से जुड़े होने की आशंका है। यही शुरुआती संपर्क आगे चलकर एक संगठित नेटवर्क में बदल गया। एजेंसियां अब पुराने रिकॉर्ड, यात्रा विवरण, कॉल डिटेल्स और अन्य तकनीकी साक्ष्यों की मदद से यह पता लगाने की कोशिश कर रही हैं कि इस नेटवर्क का विस्तार किस तरह हुआ और किन-किन लोगों ने इसमें भूमिका निभाई।
तकनीकी साक्ष्य और डिजिटल ट्रेल की गहन जांच जारी
इस पूरे मामले में अब जांच एजेंसियां तकनीकी साक्ष्यों पर विशेष ध्यान दे रही हैं। कॉल रिकॉर्ड, सोशल मीडिया गतिविधियां, डिजिटल कम्युनिकेशन और वित्तीय लेनदेन की बारीकी से जांच की जा रही है। एजेंसियों का मानना है कि इन डिजिटल ट्रेल्स के जरिए नेटवर्क के और भी सदस्यों का पता लगाया जा सकता है। इसके अलावा, पुराने संपर्कों और संदिग्ध गतिविधियों को भी फिर से खंगाला जा रहा है, जिससे इस पूरे जाल की असली तस्वीर सामने आ सके।
मेवात क्षेत्र में हाई अलर्ट, प्रशासन और पुलिस सतर्क
मामले की गंभीरता को देखते हुए मेवात क्षेत्र में हाई अलर्ट घोषित कर दिया गया है। स्थानीय प्रशासन और पुलिस को विशेष सतर्कता बरतने के निर्देश दिए गए हैं। संवेदनशील इलाकों में निगरानी बढ़ा दी गई है और खुफिया तंत्र को भी सक्रिय कर दिया गया है। हालांकि, मामले की संवेदनशीलता को देखते हुए अभी तक कोई आधिकारिक बयान जारी नहीं किया गया है, लेकिन अंदरूनी स्तर पर इस केस को बेहद गंभीर माना जा रहा है।

यह मामला एक बार फिर यह साबित करता है कि भारत के सामने अब केवल पारंपरिक सुरक्षा खतरे ही नहीं, बल्कि “हाइब्रिड थ्रेट” भी तेजी से उभर रहे हैं। इसमें जासूसी, स्थानीय भर्ती, डिजिटल नेटवर्क और स्लीपर सेल जैसे तत्व शामिल होते हैं, जो मिलकर एक जटिल सुरक्षा चुनौती पैदा करते हैं। इस तरह के नेटवर्क बिना ज्यादा शोर-शराबे के लंबे समय तक सक्रिय रह सकते हैं और सही समय पर बड़ा नुकसान पहुंचा सकते हैं। इसलिए आंतरिक सुरक्षा को मजबूत करना और स्थानीय स्तर पर जागरूकता बढ़ाना बेहद जरूरी हो गया है।

Over the past three days, continuous interrogation of at least eight suspects from Palwal and Nuh has been carried out.
Officials believe that these individuals were either in direct contact with a Pakistani handler or were actively assisting in maintaining communication channels and logistical support.
