Senior IAS Officer Vishram Meena Assumes Charge as Bikaner Divisional Commissioner, Declares Canal Water and Border Areas as Top Priorities

Bikaner, June 25: In a significant administrative development for Rajasthan’s desert region, senior Indian Administrative Service (IAS) officer Vishram Meena formally assumed charge as the Divisional Commissioner of Bikaner on Wednesday. Prior to this appointment, Meena was serving as the Secretary of the Sanskrit Education Department in the Rajasthan Government and has also held the position of Registrar at Maharaja Ganga Singh University, Bikaner.

Assuming one of the most crucial administrative roles in western Rajasthan, Meena outlined his priorities during an interaction with the media soon after taking charge. The senior bureaucrat made it clear that resolving issues related to the distribution of canal water in the region will be his foremost concern.

“Ensuring that farmers receive their rightful share of water on time and in adequate quantity will be my top priority,” Meena emphasized. He acknowledged the significance of the canal system for agriculture-dependent communities in the arid districts of Bikaner division.

Highlighting the strategic importance of border areas falling under the Bikaner division, Meena stated that efforts would be made to establish better coordination between citizens living in these sensitive regions and the district administration. The Bikaner division shares an extensive stretch of the international border with Pakistan, making it one of the most sensitive regions in Rajasthan.

Meena further asserted that the effective implementation of all state government schemes and development initiatives will remain his core objective. He specifically mentioned the ongoing Pandit Deendayal Upadhyay Antyodaya Sambal Fortnight, stating that meticulous monitoring would be carried out to ensure that the benefits of this welfare campaign reach every eligible individual, especially those from marginalized, deprived, and border communities.

Earlier in the day, Meena was warmly received at the Circuit House by Additional District Collector (Administration) Ramavatar Kumawat. Upon reaching the Divisional Commissioner’s office, he was presented with a ceremonial guard of honour, marking the formal commencement of his duties.

After assuming charge, the new Divisional Commissioner conducted a thorough inspection of various branches of the office and familiarized himself with the ongoing administrative operations.

The event was attended by several senior officials, including Joint Director of the Social Justice and Empowerment Department L.D. Pawar, Establishment Officer of the Divisional Commissioner’s Office Chetan Acharya, Personal Assistant Mohit Joshi, and many other staff members.

Vishram Meena’s appointment comes at a crucial juncture for the region, which has been grappling with water scarcity, agricultural distress, and the unique challenges posed by its proximity to the international border. His experience and administrative acumen are expected to play a pivotal role in addressing these issues effectively.

बीकानेर, 25 जून। राजस्थान के रेगिस्तानी इलाके के लिए बुधवार का दिन प्रशासनिक दृष्टि से अहम रहा। भारतीय प्रशासनिक सेवा (आईएएस) के वरिष्ठ अधिकारी विश्राम मीणा ने बीकानेर संभागीय आयुक्त का पदभार विधिवत रूप से ग्रहण कर लिया। इससे पहले वे राजस्थान सरकार में संस्कृत शिक्षा विभाग के सचिव के पद पर कार्यरत थे। साथ ही वे महाराजा गंगासिंह विश्वविद्यालय, बीकानेर में कुलसचिव के रूप में भी अपनी सेवाएं दे चुके हैं।

बीकानेर संभाग जैसे संवेदनशील और सामरिक दृष्टि से अहम क्षेत्र की जिम्मेदारी संभालने के बाद मीडिया से बातचीत में श्री मीणा ने अपनी प्राथमिकताएं स्पष्ट कीं। उन्होंने साफ कहा कि संभाग के नहरी क्षेत्रों में पानी वितरण से जुड़ी समस्याओं का समाधान करना उनकी सबसे बड़ी प्राथमिकता होगी।

“किसानों को उनका अधिकार प्राप्त पानी समय पर और पर्याप्त मात्रा में मिले, यह सुनिश्चित करना मेरी प्राथमिकता रहेगी,” उन्होंने कहा। उन्होंने स्वीकार किया कि बीकानेर संभाग के कृषि आधारित समाज के लिए नहरी पानी जीवन रेखा की तरह है, जिसे लेकर किसी तरह की लापरवाही बर्दाश्त नहीं की जाएगी।

सीमावर्ती क्षेत्रों की सुरक्षा और विकास को लेकर भी श्री मीणा ने बड़ा बयान दिया। उन्होंने कहा कि भारत-पाकिस्तान सीमा से सटे बीकानेर संभाग के संवेदनशील इलाकों में रहने वाले नागरिकों और जिला प्रशासन के बीच बेहतर समन्वय स्थापित करने की दिशा में प्रयास किए जाएंगे। उन्होंने स्वीकार किया कि सीमावर्ती क्षेत्रों में विशेष सतर्कता और प्रशासनिक सक्रियता बेहद जरूरी है।

श्री मीणा ने यह भी कहा कि राज्य सरकार की सभी योजनाओं और विकास प्राथमिकताओं को जमीनी स्तर पर प्रभावी ढंग से लागू करना उनका मुख्य उद्देश्य रहेगा। उन्होंने पंडित दीनदयाल उपाध्याय अंत्योदय संबल पखवाड़ा का विशेष उल्लेख करते हुए कहा कि इस अभियान का लाभ पात्र व्यक्तियों तक पहुंचे, इसके लिए निचले स्तर तक सख्त मॉनिटरिंग की जाएगी। उन्होंने किसानों, वंचितों, सीमांत वर्ग और सीमावर्ती नागरिकों की समस्याओं के समाधान को सर्वोच्च प्राथमिकता देने की बात भी दोहराई।

इससे पहले सर्किट हाउस पहुंचने पर अतिरिक्त जिला कलेक्टर (प्रशासन) रामावतार कुमावत ने उनका स्वागत किया। संभागीय आयुक्त कार्यालय पहुंचने पर उन्हें विधिवत गार्ड ऑफ ऑनर दिया गया। पदभार ग्रहण के बाद श्री मीणा ने कार्यालय की विभिन्न शाखाओं का निरीक्षण किया और अधिकारियों से कामकाज की जानकारी ली।

इस अवसर पर सामाजिक न्याय एवं अधिकारिता विभाग के संयुक्त निदेशक एल.डी. पवार, संभागीय आयुक्त कार्यालय के संस्थापन अधिकारी चेतन आचार्य, निजी सहायक मोहित जोशी सहित स्टाफ के कई सदस्य मौजूद रहे।

विश्राम मीणा के अनुभव और प्रशासनिक पकड़ से बीकानेर संभाग में पानी संकट, सीमावर्ती चुनौतियों और सामाजिक विकास से जुड़े मुद्दों के प्रभावी समाधान की उम्मीद जताई जा रही है।
