Big Step Towards Armed Forces Integration: Raksha Mantri Authorises CDS & DMA to Issue Joint Orders for the Three Services

New Delhi, June 25, 2025: In a significant development aimed at enhancing jointness, synergy, and administrative efficiency within India’s Armed Forces, Raksha Mantri Shri Rajnath Singh has authorised the Chief of Defence Staff (CDS) and Secretary, Department of Military Affairs (DMA) to issue Joint Instructions and Joint Orders applicable to the Indian Army, Indian Navy, and Indian Air Force.

This decision marks a major shift from the previous system, where instructions or orders concerning more than one Service were issued individually by each respective Service. The move reflects India’s commitment to modernising its defence structure, improving coordination among the Services, and creating a more unified and integrated defence apparatus.

Historic First Joint Order Released

The Ministry of Defence has confirmed that the first Joint Order was promulgated on June 24, 2025, titled ‘Approval, Promulgation and Numbering of Joint Instructions and Joint Orders’. This landmark order formalises the process through which joint directives will now be issued and managed across the Armed Forces.

The order lays down detailed protocols to streamline procedures, eliminate overlapping efforts, and promote operational efficiency. It is expected to reduce bureaucratic hurdles and pave the way for improved transparency, better decision-making, and enhanced cross-Service cooperation.

Laying the Foundation for Jointness and Integration

With this initiative, India takes a decisive step towards realising the long-standing goal of fostering jointness among the three Services — a concept that has been repeatedly emphasised in defence reforms and national security doctrines.

The Joint Instructions and Joint Orders mechanism will ensure:

✅ Uniformity in policy implementation across the Army, Navy, and Air Force
✅ Clear and consistent communication on inter-Service matters
✅ Greater administrative synergy
✅ Elimination of duplication and conflicting directives
✅ Swift operational coordination in times of crisis

Senior defence officials believe this development will significantly strengthen India’s defence preparedness, particularly in light of emerging security challenges and the need for integrated military responses in the modern battlefield.

Raksha Mantri Rajnath Singh has consistently advocated for transformational reforms in the Armed Forces to ensure they remain capable, agile, and future-ready. तीनों सेनाओं में तालमेल बढ़ाने की ऐतिहासिक पहल, रक्षा मंत्री ने CDS और DMA सचिव को संयुक्त निर्देश एवं आदेश जारी करने की मंजूरी दी

नई दिल्ली, 25 जून 2025: भारत की सशस्त्र सेनाओं में एकता, तालमेल और प्रशासनिक दक्षता को बढ़ाने की दिशा में एक बड़ा कदम उठाते हुए रक्षा मंत्री श्री राजनाथ सिंह ने चीफ ऑफ डिफेंस स्टाफ (CDS) और मिलिट्री अफेयर्स विभाग (DMA) के सचिव को संयुक्त निर्देश (Joint Instructions) और संयुक्त आदेश (Joint Orders) जारी करने की अधिकारिक मंजूरी प्रदान की है। ये आदेश भारतीय सेना, भारतीय नौसेना और भारतीय वायुसेना – तीनों पर समान रूप से लागू होंगे।

अब तक, किसी भी दो या अधिक सेनाओं से जुड़े मामलों में संबंधित निर्देश या आदेश अलग-अलग प्रत्येक सेवा द्वारा जारी किए जाते थे। नई व्यवस्था इस प्रणाली में बदलाव लाते हुए एकीकृत निर्देश प्रणाली को लागू करती है।

पहला संयुक्त आदेश हुआ जारी

रक्षा मंत्रालय द्वारा जारी आधिकारिक जानकारी के अनुसार, 24 जून 2025 को पहला संयुक्त आदेश “संयुक्त निर्देशों और संयुक्त आदेशों की स्वीकृति, प्रसारण एवं क्रम निर्धारण” शीर्षक से जारी किया गया। यह आदेश तीनों सेनाओं के बीच संयुक्त निर्देशों के प्रभावी कार्यान्वयन और प्रबंधन की औपचारिक प्रक्रिया को स्थापित करता है।

इस आदेश के माध्यम से प्रक्रिया को सुव्यवस्थित करने, दोहराव को समाप्त करने और कार्यकुशलता बढ़ाने के स्पष्ट दिशा-निर्देश दिए गए हैं। साथ ही इससे पारदर्शिता में वृद्धि, बेहतर निर्णय लेने की प्रक्रिया और सेनाओं के बीच समन्वय मजबूत होने की उम्मीद है।

सैन्य एकता और एकीकरण की नींव मजबूत

तीनों सेनाओं के बीच वर्षों से प्रतीक्षित जॉइंटनेस (Jointness) को साकार करने की दिशा में यह एक बड़ा कदम माना जा रहा है। इसके माध्यम से:

✅ नीति क्रियान्वयन में समानता सुनिश्चित होगी
✅ अंतर-सेना मामलों में स्पष्ट एवं एकसमान संचार संभव होगा
✅ प्रशासनिक समन्वय में बढ़ोतरी होगी
✅ दोहराव और विरोधाभासी आदेशों की संभावना समाप्त होगी
✅ संकट की घड़ी में तेज और समन्वित सैन्य कार्रवाई संभव होगी

रक्षा विशेषज्ञों का मानना है कि यह पहल भारत की सुरक्षा तैयारियों को मजबूत करने में अहम भूमिका निभाएगी, खासकर बदलते सुरक्षा परिदृश्य और समेकित सैन्य प्रतिक्रिया की आवश्यकता को देखते हुए।

आधुनिकता और परिवर्तन की दिशा में मजबूत कदम

रक्षा मंत्री श्री राजनाथ सिंह लगातार सेना में व्यापक सुधार, अत्याधुनिक तकनीक और भविष्य की चुनौतियों के लिए तैयार रहने की नीति का समर्थन करते रहे हैं। संयुक्त आदेशों की यह नई व्यवस्था भी थिएटर कमांड, एकीकृत कमांड संरचना और सेनाओं के बीच निर्बाध समन्वय की दिशा में उठाया गया महत्वपूर्ण कदम है।

सीनियर अधिकारियों ने कहा कि यह कदम विश्व की उन आधुनिक सेनाओं की कार्यप्रणाली के अनुरूप है, जिन्होंने जटिल सुरक्षा चुनौतियों से प्रभावी ढंग से निपटने के लिए एकीकृत ढांचा अपनाया है।

भारतीय सेनाओं के लिए नए युग की शुरुआत
