DGCA’s Crackdown on Aviation Safety Lapses: Major Deficiencies Found at Delhi, Mumbai Airports

In a significant step to tighten the safety net of India’s rapidly growing aviation sector, the Directorate General of Civil Aviation (DGCA) has conducted extensive, unannounced surveillance operations at major airports, including Delhi and Mumbai, exposing multiple lapses in aircraft maintenance, airport infrastructure, and operational protocols.

The comprehensive surveillance, carried out during late-night and early-morning hours by DGCA teams led by the Joint Director General, follows the issuance of Order No. DGCA-22034/2/2025-FSD on 19 June 2025, mandating focused assessment of India’s aviation ecosystem. The order reflects DGCA’s commitment to upholding safety standards as the sector continues to expand, carrying millions of passengers annually.

Startling Findings: Repeated Defects and Poor Rectification

The inspections revealed a disturbing pattern of recurring defects on aircraft, indicating ineffective monitoring and inadequate rectification by operators and maintenance teams. Instances were recorded where defects reported earlier resurfaced repeatedly, raising questions about technical oversight and engineering discipline.

Some of the critical deficiencies observed include:

• Unserviceable ground handling equipment, such as baggage trollies and belt loaders, posing operational and safety risks.
• Non-compliance with tool control procedures and improper maintenance practices in line maintenance stores.
• Serious lapses during aircraft maintenance, including:
  • Work orders not followed systematically.
  • Unserviceable thrust reverser systems and flap slat levers left unlocked.
  • Absence of mandatory safety precautions by Aircraft Maintenance Engineers (AMEs).
  • Snag rectification being neglected or improperly documented.
  • Aircraft system-generated defect reports not recorded in technical logbooks.
  • Life vests found improperly secured beneath passenger seats.
  • Damaged corrosion-resistant tape on the right-hand side winglet’s lower blade.

Airport Infrastructure Lapses: Faded Runway Markings, Outdated Safety Data

The surveillance extended beyond aircraft to critical airport infrastructure, where several shortcomings were flagged:

• Faded centre line markings on runways, compromising aircraft alignment during take-offs and landings.
• Rapid exit taxiway lights found non-unidirectional, posing navigation risks.
• Obstruction limitation data not updated for the past three years despite multiple new constructions around aerodromes.
• Ramp area vehicles operating without speed governors, leading to immediate withdrawal of their Aerodrome Vehicle Permits (AVPs) and suspension of the drivers’ Airport Driving Permits (ADPs).

Simulator Discrepancies, Aircraft Grounding

Adding to the concern, a flight simulator was found to have outdated software and configurations that did not match the aircraft type it was intended to simulate, undermining pilot training integrity.

During the surveillance, a domestic flight was grounded after the aircraft was found with worn-out tyres. The flight was permitted to operate only after the necessary rectification was completed.

Mandatory Corrective Actions and Future Vigilance

DGCA has communicated all the findings to the concerned airlines, ground handling agencies, and airport operators, directing them to undertake immediate corrective measures within seven days.

Emphasising its zero-tolerance approach, DGCA confirmed that such comprehensive, surprise surveillance operations will continue, forming an essential part of its broader strategy to identify systemic weaknesses and enforce compliance.

DGCA Reiterates Uncompromising Focus on Passenger Safety

The aviation regulator, responsible for formulating policies and overseeing civil aviation safety in India, underscored that passenger safety remains paramount, and any compromise — whether technical, procedural, or infrastructural — will be met with strict regulatory action.

India’s aviation sector, among the fastest-growing in the world, has seen a sharp rise in passenger traffic and aircraft movements. However, the DGCA’s latest findings indicate that safety infrastructure and operational discipline must evolve at the same pace to prevent accidents and uphold public confidence.

The surveillance initiative is seen as part of DGCA’s evolving role — not merely as a licensing authority but as a proactive safety watchdog, ensuring that India’s ambitious aviation growth trajectory does not come at the cost of operational safety.

भारत में तेजी से बढ़ रहे नागरिक उड्डयन क्षेत्र की सुरक्षा पर शिकंजा कसते हुए नागर विमानन महानिदेशालय (DGCA) ने देश के बड़े हवाईअड्डों पर अचानक व्यापक निरीक्षण अभियान चलाया, जिसमें दिल्ली और मुंबई हवाईअड्डे भी शामिल हैं। इस दौरान विमान रखरखाव, हवाईअड्डा बुनियादी ढांचे और परिचालन प्रक्रियाओं में कई गंभीर खामियां सामने आईं।

यह निरीक्षण अभियान 19 जून 2025 को जारी आदेश DGCA-22034/2/2025-FSD के तहत किया गया, जिसके तहत उड्डयन क्षेत्र में केंद्रित मूल्यांकन और सुरक्षा व्यवस्था को सख्त करने की घोषणा की गई थी।

बार-बार आ रही तकनीकी खराबियां, निगरानी में लापरवाही उजागर

निरीक्षण के दौरान पाया गया कि कई विमानों में रिपोर्ट की गई तकनीकी खामियां बार-बार सामने आ रही हैं, जिससे यह संकेत मिलता है कि तकनीकी निगरानी और रखरखाव में गंभीर खामियां हैं। DGCA ने इन मामलों को बेहद चिंताजनक बताया है।

महत्वपूर्ण खामियां इस प्रकार हैं:

• बैगेज ट्रॉली और बेल्ट लोडर जैसी ग्राउंड हैंडलिंग मशीनें खराब मिलीं।
• लाइन मेंटेनेंस स्टोर्स में उपकरण नियंत्रण प्रक्रियाओं का पालन नहीं।
• विमान रखरखाव में गंभीर लापरवाही, जैसे:
  • कार्य आदेशों का ठीक से पालन नहीं।
  • थ्रस्ट रिवर्सर सिस्टम और फ्लैप स्लैट लीवर लॉक नहीं किए गए।
  • AME द्वारा सुरक्षा मानकों का पालन नहीं।
  • खराबी सुधार रिपोर्ट दर्ज नहीं की गई।
  • यात्रियों की सीटों के नीचे जीवन रक्षक जैकेट ठीक से नहीं रखे गए।
  • विमान के विंगलेट पर लगे जंग-रोधी टेप को नुकसान।

हवाईअड्डा संरचना में भी खामियां, सुरक्षा मानकों की अनदेखी

हवाईअड्डों पर भी कई कमियां मिलीं:

• रनवे की सेंटर लाइन मार्किंग धुंधली पाई गई।
• टैक्सीवे लाइट्स सही दिशा में नहीं थीं।
• हवाईअड्डा क्षेत्र में बनी नई इमारतों के बावजूद पिछले तीन वर्षों से अवरोध सीमा डेटा अपडेट नहीं किया गया।
• रैम्प क्षेत्र में कई वाहन स्पीड गवर्नर के बिना मिले, जिनके परमिट रद्द कर दिए गए और चालकों के लाइसेंस निलंबित किए गए।

फ्लाइट सिम्युलेटर में तकनीकी खामियां, घरेलू उड़ान रोकी गई

DGCA ने पाया कि एक फ्लाइट सिम्युलेटर का सॉफ्टवेयर और कॉन्फिगरेशन अद्यतन नहीं था, जिससे पायलट प्रशिक्षण की विश्वसनीयता पर सवाल उठे।

इसके अलावा, एक निर्धारित घरेलू उड़ान को उस समय रोका गया जब निरीक्षण में उसके टायर खराब पाए गए। बाद में मरम्मत के बाद ही उसे उड़ान भरने की अनुमति दी गई।

7 दिन में सुधार के निर्देश, भविष्य में सख्त निगरानी जारी

DGCA ने सभी संबंधित ऑपरेटरों, ग्राउंड हैंडलिंग एजेंसियों और हवाईअड्डा प्रबंधन को 7 दिनों के भीतर सुधारात्मक कदम उठाने के निर्देश दिए हैं। साथ ही यह स्पष्ट किया कि ऐसे औचक और व्यापक निरीक्षण भविष्य में भी जारी रहेंगे।

DGCA का संदेश: यात्रियों की सुरक्षा से कोई समझौता नहीं

DGCA ने दोहराया कि यात्रियों की सुरक्षा सर्वोच्च प्राथमिकता है और तकनीकी, प्रक्रियात्मक या ढांचागत किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी। भारत का उड्डयन क्षेत्र दुनिया में सबसे तेजी से बढ़ने वाले क्षेत्रों में शामिल है, ऐसे में सुरक्षा मानकों को उसी गति से सख्त और प्रभावी बनाना अनिवार्य है।

DGCA का यह अभियान यह संकेत देता है कि भारत में उड्डयन नियामक केवल लाइसेंस जारी करने वाली संस्था नहीं, बल्कि एक सक्रिय सुरक्षा प्रहरी की भूमिका निभा रहा है, जो देश की विमानन वृद्धि को सुरक्षित और विश्वसनीय बना रहा है।
