India Charts Ambitious Course for Helicopters and Small Aircraft at 7th National Summit in Pune

In a major stride towards building an inclusive, modern and resilient aviation ecosystem, the Ministry of Civil Aviation, in collaboration with the Government of Maharashtra, Pawan Hans and FICCI, successfully organised the 7th Helicopter & Small Aircraft Summit in Pune on Tuesday. The high-profile summit witnessed participation from 20 state governments, senior officials from aviation regulatory bodies and leading private sector stakeholders, marking a significant moment for India’s regional air connectivity and future air mobility aspirations.
Vision to Democratise Flying: Helicopters and Small Aircraft at the Forefront
Union Civil Aviation Minister Shri Rammohan Naidu Kinjarapu, while inaugurating the summit, shared his ambitious vision for transforming the Indian aviation landscape where helicopters and small aircraft are not seen as luxury assets but as essential elements of India’s economic, healthcare and connectivity infrastructure.
“The next decade of aviation will not just be defined by large aircraft or mega airports. It will be marked by the rise of modern, inclusive air solutions that touch the lives of every Indian,” asserted Minister Naidu. He emphasised that under Prime Minister Shri Narendra Modi’s leadership, the Government is committed to democratising air travel and ensuring helicopters and small aircraft become central to India’s ‘Viksit Bharat 2047’ roadmap.
Key Announcements: Dedicated Helicopter Directorate and Digital Reforms
In a significant move, Minister Naidu announced the creation of a Dedicated Helicopter Directorate under DGCA, aimed at providing single-window regulatory oversight for the sector. This directorate will address helicopter-specific safety, certification, and procedural issues, thereby reducing bureaucratic hurdles and promoting operational efficiency.
Highlighting the role of technology, the Minister spoke about the Heli Sewa Portal, a digital initiative that has revolutionised operations by digitising processes such as route approvals and slot allocations. He stressed that such measures have enhanced transparency, minimised delays, and instilled greater confidence among operators.
The summit also witnessed the formal announcement of new UDAN helicopter routes across various states, giving a significant boost to regional air connectivity, especially in remote and hilly regions.
Safety Paramount: No Room for Complacency
Addressing industry leaders, operators, and regulators, the Minister strongly emphasised building a culture of trust, dialogue, discipline, and safety. He said, “Safety of the pilgrims and passengers is our foremost responsibility. There can be no shortcuts, no room for communication errors, and no margin for poor decision-making.”
The focus on safety comes at a crucial time when helicopter operations, particularly for religious pilgrimages, disaster response, and medical emergencies, are seeing exponential growth.
Self-Reliant Aviation: Focus on Training and Indigenous Capabilities
Union Minister of State for Civil Aviation Shri Murlidhar Mohol, welcoming the industry to Pune, reiterated the Government’s resolve to promote Atma-Nirbhar Bharat in the aviation sector. He highlighted initiatives to modernise air traffic systems, encourage the use of green fuels, and integrate futuristic technologies such as eVTOL (Electric Vertical Take-Off and Landing) aircraft into the policy framework.
“We are heavily investing in training programmes for pilots, maintenance staff, drone operators, and rotorcraft technicians. Our youth will not just participate in but lead the aviation sector’s growth in the coming decade,” remarked Shri Mohol.
He also underlined the Government’s commitment to strengthening Helicopter Emergency Medical Services (HEMS), particularly in hilly and remote regions, making air ambulances an integral part of India’s healthcare infrastructure.
Industry, Regulators and States Unite
The summit witnessed active participation from senior officials of the Ministry of Civil Aviation, DGCA, AAI, Pawan Hans, NDMA, IFSCA (GIFT City) and representatives from 20 State Governments. Industry stakeholders engaged in discussions on financing, leasing, manufacturing potential, emerging technologies and operational challenges.
DGCA Director General Shri Faiz Ahmed Kidwai reaffirmed the regulator’s focus on maintaining high safety standards while leveraging opportunities for growth in helicopters and small aircraft operations.
Policy Push for Helicopter & Small Aircraft Sector
Key recent policy initiatives discussed at the summit include:
- Launch of UDAN 5.1 for Helicopters, improving regional air connectivity.
- Revised DGCA regulations simplifying aircraft certification and pilot training.
- Introduction of guidelines for Seaplane operations under RCS-UDAN 5.5.
These steps are expected to open new avenues for tourism, emergency response, regional connectivity and economic development.

भारत में क्षेत्रीय हवाई संपर्क, आपातकालीन सेवाओं और आत्मनिर्भरता को नई दिशा देने के उद्देश्य से नागरिक उड्डयन मंत्रालय, महाराष्ट्र सरकार, पवन हंस और फिक्की के सहयोग से मंगलवार को पुणे में सातवां हेलीकॉप्टर एवं स्मॉल एयरक्राफ्ट सम्मेलन का आयोजन किया गया। इस सम्मेलन में 20 राज्य सरकारों के प्रतिनिधियों, वरिष्ठ अधिकारियों और उद्योग जगत के दिग्गजों ने भाग लिया, जिससे भारत के एविएशन सेक्टर के भविष्य को लेकर गंभीर मंथन हुआ।
‘विकसित भारत 2047’ के केंद्र में छोटे विमान और हेलीकॉप्टर
सम्मेलन का उद्घाटन करते हुए नागरिक उड्डयन मंत्री श्री राममोहन नायडू किंजरापु ने कहा कि भारत का भविष्य केवल बड़े विमानों और हवाई अड्डों से नहीं बनेगा, बल्कि छोटे विमानों और हेलीकॉप्टरों के जरिये हर नागरिक तक हवाई संपर्क पहुंचेगा।
उन्होंने कहा, “प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में हम हवाई यात्रा का लोकतंत्रीकरण कर रहे हैं। हेलीकॉप्टर और छोटे विमान केवल विलासिता नहीं, बल्कि देश की विकास यात्रा, आपातकालीन सेवाओं और स्वास्थ्य सेवा का अभिन्न हिस्सा हैं।”
हेलीकॉप्टर निदेशालय और डिजिटल सुधार
सम्मेलन में श्री नायडू ने DGCA के तहत समर्पित हेलीकॉप्टर निदेशालय की घोषणा की, जो हेलीकॉप्टर क्षेत्र से जुड़ी नियामक प्रक्रियाओं, सुरक्षा मानकों और प्रमाणन में सरलता लाएगा। उन्होंने हेली सेवा पोर्टल जैसी डिजिटल पहलों की भी सराहना की, जिसने मार्ग स्वीकृति और स्लॉट आवंटन जैसी प्रक्रियाओं को डिजिटल बनाकर पारदर्शिता और कार्यकुशलता को बढ़ाया है।
सम्मेलन में कई राज्यों में UDAN योजना के तहत नए हेलीकॉप्टर रूट्स की भी घोषणा की गई, जिससे दुर्गम और पहाड़ी क्षेत्रों में हवाई संपर्क मजबूत होगा।
सुरक्षा सर्वोपरि, कोई समझौता नहीं
श्री नायडू ने कहा कि हेलीकॉप्टर और छोटे विमान सेवाओं में सुरक्षा सर्वोच्च प्राथमिकता है। विशेष रूप से तीर्थ यात्राओं, आपातकालीन स्थितियों और मेडिकल सेवाओं के दौरान कोई लापरवाही, संचार में त्रुटि या गलत निर्णय की गुंजाइश नहीं होनी चाहिए।
उन्होंने कहा, “हमें एक ऐसी संस्कृति बनानी है जिसमें भरोसा, संवाद और अनुशासन हो। यह केंद्र, राज्य और ऑपरेटर्स की साझा जिम्मेदारी है।”
आत्मनिर्भर एविएशन की दिशा में भारत
सम्मेलन में नागरिक उड्डयन राज्य मंत्री श्री मुरलीधर मोहोळ ने पुणे में उद्योग जगत का स्वागत करते हुए कहा कि भारत आत्मनिर्भर भारत के तहत एविएशन सेक्टर में भी तेजी से आत्मनिर्भरता की ओर बढ़ रहा है।
उन्होंने कहा, “हम हवाई यातायात प्रणाली का आधुनिकीकरण कर रहे हैं, ग्रीन फ्यूल को बढ़ावा दे रहे हैं और ई-वीटीओएल (इलेक्ट्रिक वर्टिकल टेकऑफ एंड लैंडिंग) जैसे भविष्य के विमानों को नीति प्राथमिकताओं में शामिल कर रहे हैं।”
श्री मोहोळ ने यह भी कहा कि पायलट, मेंटेनेंस स्टाफ, ड्रोन ऑपरेटर्स और रोटरक्राफ्ट तकनीशियनों के लिए बड़े पैमाने पर प्रशिक्षण कार्यक्रम शुरू किए जा रहे हैं, ताकि युवा पीढ़ी इस क्षेत्र का नेतृत्व कर सके।
हेलीकॉप्टर इमरजेंसी मेडिकल सर्विस (HEMS) को सुदृढ़ करने की दिशा में भी सरकार गंभीर कदम उठा रही है, जिससे दुर्गम क्षेत्रों में हवाई एम्बुलेंस सेवाओं को आम बनाया जा सके।
सरकार, उद्योग और राज्य सरकारें एक मंच पर
सम्मेलन में नागरिक उड्डयन मंत्रालय, DGCA, AAI, पवन हंस, NDMA, IFSCA (गिफ्ट सिटी) के अधिकारी और 20 राज्य सरकारों के प्रतिनिधि शामिल हुए। उद्योग जगत ने तकनीकी, वित्तीय और संचालन से जुड़े विषयों पर अपने विचार साझा किए।
DGCA के महानिदेशक श्री फैज अहमद किदवई ने कहा कि नियामक तंत्र सुरक्षा को सर्वोपरि रखते हुए हेलीकॉप्टर और छोटे विमान संचालन के अवसरों का भरपूर दोहन करेगा।
नीतिगत सुधार जो बनाएंगे नया भारत
सम्मेलन में चर्चा हुए प्रमुख नीतिगत कदम:
- UDAN 5.1 के तहत हेलीकॉप्टर संचालन को बढ़ावा।
- DGCA द्वारा पायलट प्रशिक्षण एवं विमान प्रमाणन प्रक्रिया में सरलता।
- RCS-UDAN 5.5 के तहत सी-प्लेन संचालन के लिए दिशा-निर्देश।
हवाई संपर्क के नए युग की शुरुआत
7वां हेलीकॉप्टर एवं स्मॉल एयरक्राफ्ट सम्मेलन भारत की हवाई कनेक्टिविटी, इमरजेंसी सेवाओं और आर्थिक विकास के लिए एक महत्वपूर्ण मील का पत्थर साबित हुआ। इससे स्पष्ट संकेत मिला कि भारत तेजी से उस दिशा में बढ़ रहा है, जहां सुरक्षित, सस्ती और सुलभ हवाई सेवाएं हर नागरिक की पहुंच में होंगी।
