India’s Diplomatic Retaliation: Strong Measures Against Pakistan Following Pahalgam Terror Attack

In a bold and unprecedented move, the Government of India on Tuesday announced a series of sweeping diplomatic actions against Pakistan, holding Islamabad directly responsible for the recent terror attack in Pahalgam, Jammu & Kashmir, that left several Indian security personnel martyred and civilians injured.
The Ministry of External Affairs (MEA), in a late-night statement, outlined five decisive steps aimed at mounting international pressure on Pakistan and isolating it diplomatically. The strong response signals India’s intent to no longer tolerate cross-border terrorism and to hold Pakistan accountable at every level.
1. Indus Water Treaty Suspended
The Indus Waters Treaty of 1960, brokered by the World Bank and often hailed as a successful water-sharing model even during wars, has been put in complete abeyance. India has officially withdrawn its participation, citing Pakistan’s repeated misuse of diplomatic goodwill and continued sponsorship of terrorism.
“India is no longer bound by the Indus Waters Treaty. We will now exercise full sovereign rights over the waters flowing from Indian territory,” the MEA spokesperson said.
This move could potentially impact the water availability in Pakistan, especially from the rivers under Indian control such as the Ravi, Beas, and Sutlej.
2. Wagah-Attari Border Closed
India has shut down the Wagah-Attari border crossing with immediate effect. All movement of goods, services, and people through this key land route stands suspended. The historic beating retreat ceremony at Wagah, a symbol of India-Pakistan bilateral engagements, will also be discontinued.
3. SAARC Visas for Pakistani Nationals Cancelled
The Indian government has announced the annulment of all SAARC visas issued to Pakistani nationals. These individuals have been asked to leave India by May 1st. No further entry of Pakistani citizens on SAARC or any regional visas will be permitted unless reviewed under exceptional humanitarian grounds.
4. Military Attachés Declared Persona Non-Grata
India has declared three Pakistani military attachés posted in the Pakistan High Commission in New Delhi as persona non grata, ordering them to leave within 48 hours. Concurrently, India is withdrawing its own three military officers posted in Islamabad along with five support staff. Their families will also return, effectively severing military-diplomatic links between the two nations for the foreseeable future.
5. Reduction in Diplomatic Strength
In a further blow to bilateral ties, India has decided to reduce the staff strength of the Pakistan High Commission in New Delhi from 55 to 30, aligning it with the same number India will now maintain in Islamabad. This is aimed at parity and operational efficiency amid worsening relations.
Strategic and Diplomatic Significance
This calibrated and impactful series of actions reflects a turning point in India’s foreign policy posture towards Pakistan. After years of restraint, back-channel diplomacy, and multilateral engagements, New Delhi has now decided to adopt a zero-tolerance approach to cross-border terrorism.
Experts believe this move sends a clear signal to the international community — particularly the United Nations, SAARC, and OIC — that India will no longer tolerate Pakistan’s dual play of diplomacy and terrorism.

भारत सरकार ने जम्मू-कश्मीर के पहल्गाम में हुए आतंकी हमले के बाद पाकिस्तान के खिलाफ कड़े और व्यापक कूटनीतिक कदमों की घोषणा की है। इस हमले में कई सुरक्षा बलों के जवान शहीद हुए और कई नागरिक घायल हुए। भारत ने हमले के लिए सीधे तौर पर पाकिस्तान को जिम्मेदार ठहराया है।
विदेश मंत्रालय द्वारा जारी एक बयान में पाँच महत्वपूर्ण और तत्काल प्रभावी कूटनीतिक निर्णयों का उल्लेख किया गया, जिनका उद्देश्य पाकिस्तान पर अंतरराष्ट्रीय दबाव बनाना और उसे कूटनीतिक रूप से अलग-थलग करना है।
1. सिंधु जल संधि स्थगित
भारत ने 1960 की ऐतिहासिक सिंधु जल संधि को पूर्ण रूप से स्थगित कर दिया है। भारत ने यह साफ कर दिया है कि अब वह इस संधि का पालन करने के लिए बाध्य नहीं है।
“अब भारत सिंधु जल संधि से बंधा नहीं है और अपने क्षेत्र से निकलने वाले जल पर संप्रभु अधिकार का प्रयोग करेगा,” विदेश मंत्रालय ने कहा।
इस कदम से पाकिस्तान को भारत से मिलने वाले पानी पर असर पड़ सकता है, खासकर रावी, ब्यास और सतलुज जैसी नदियों पर।
2. वाघा-अटारी सीमा बंद
भारत ने वाघा-अटारी सीमा को तुरंत प्रभाव से बंद कर दिया है। यह सीमा पार व्यापार, आवागमन और बीटिंग रिट्रीट समारोह जैसे प्रतीकों को भी प्रभावित करेगा।
3. पाकिस्तानी नागरिकों के SAARC वीज़ा रद्द
भारत ने घोषणा की है कि सभी पाकिस्तानी नागरिकों को जारी SAARC वीज़ा तत्काल प्रभाव से रद्द कर दिए गए हैं। इन नागरिकों को 1 मई तक भारत छोड़ने का आदेश दिया गया है।
4. पाकिस्तानी सैन्य अधिकारी निष्कासित
भारत ने नई दिल्ली में पाकिस्तान उच्चायोग में तैनात तीन पाकिस्तानी सैन्य अधिकारियों को ‘अवांछनीय व्यक्ति’ (Persona Non-Grata) घोषित कर देश छोड़ने का आदेश दिया है। इसके साथ ही, भारत ने इस्लामाबाद में तैनात अपने तीन सैन्य अधिकारियों और पाँच सहयोगी स्टाफ को भी वापस बुला लिया है, जिनके परिवार भी साथ लौटेंगे।
5. कूटनीतिक कर्मचारियों की संख्या घटाई
भारत ने पाकिस्तान उच्चायोग में मौजूद स्टाफ की संख्या 55 से घटाकर 30 कर दी है। इसी तरह, भारत भी इस्लामाबाद स्थित अपने उच्चायोग में 30 सदस्यों की ही उपस्थिति बनाए रखेगा।
रणनीतिक प्रभाव
यह कदम भारत की विदेश नीति में एक निर्णायक मोड़ की ओर इशारा करता है। यह स्पष्ट करता है कि अब भारत आतंकी घटनाओं के प्रति कड़ी और निर्णायक नीति अपनाएगा और पाकिस्तान के ‘डिप्लोमेसी और टेररिज्म’ के दोहरे खेल को उजागर करेगा।
